Abstract

Kota Surabaya merupakan salah satu wilayah di Indonesia yang berpotensi tejadi gempa bumi dengan kekuatan 6,5 SR. Hal tersebut disebabkan Kota Surabaya dilewati oleh Sesar Surabaya dan Sesar Waru. Guna menghadapi ancaman bencana gempa di Kota Surabaya, pengembangan kelembangaan yang mampu menangani pengurangan risiko bencana dapat membantu meningkatkan ketahanan kota. Namun berdasarkan penilaian ketahanan kota pada tahun 2017 dinilai masih rendah dalam menanggapi potensi gempa bumi tersebut. Pemerintah Kota Surabaya telah berupaya mengurangi risiko potensi bencana gempa. Akan tetapi regulasi, kebijakan, dan kerja sama intansi-instansi terkait masih belum mendorong perubahan signifikan pada ketahanan Kota Surabaya. Oleh sebab itu, penelitian ini dilakukan untuk menilai kembali resiliensi Kota Surabaya berdasarkan aspek kelembagaan guna merumuskan arahan percepatan peningkatan ketahanan atau resiliensi kota terhadap risiko gempa bumi. Penelitian ini merupakan penelitian kombinasi kuantitatif dan kualitatif yang bertujuan menentukan arahan percepatan peningkatan resiliensi kota terhadap risiko gempa bumi. Pada sasaran 1 menggunakan teknik penilaian resiliensi berdasarkan konsep Climate and Disaster Resilience Initiative (CDRI) dengan melibatkan 8 stakeholder untuk melakukan in-depth interview. Output dari sasaran 1 adalah nilai indeks resiliensi wilayah studi berdasarkan aspek kelembagaan. Dilanjutkan sasaran 2 adalah menganalisis perubahan nilai indeks resiliensi Kota Surabaya terhadap risiko gempa bumi menurut aspek kelembagaan pada tahun 2017 dan saat ini. Sasaran 3 yaitu merumuskan arahan percepatan peningkatan resiliensi Kota Surabaya terhadap risiko gempa bumi di masa depan dengan menggunakan teknik analisis benchmarking. Output dari sasaran 1 penilaian analisis CDRI didapatkan nilai indeks resiliensi Kota Surabaya terhadap risiko gempa berdasarkan aspek kelembagaan sebesar 2,81 yang termasuk dalam kategori sedang. Selanjutnya, output sasaran 2 menunjukkan peningkatan resiliensi yang cepat sebanyak 1 dari 25 variabel. Sedangkan sebanyak 16 variabel memiliki peningkatan yang lambat sehingga perlu arahan percepatan peningkatan resiliensi kedepannya. Pada output sasaran 3 yaitu berupa arahan percepatan peningkatan ketahanan atau resiliensi kota terhadap risiko gempa bumi masing-masing variabel. Arahan percepatan ini memiliki fokus pada meningkatan percepatan revisi RTRW Kota Surabaya, akselerasi penyusunan Kajian Risiko Bencana, peningkatan koordinasi, kapasitas, dan kompetensi kesiapsiagaan bencana, penentuan peran dan mekanisme koordinasi antar kelembagaan, serta peningkatan intensitas sosialisasi mitigasi bencana.

Surabaya City is one of the areas in Indonesia that has the potential for an earthquake with a magnitude of 6.5. This is because Surabaya City is passed by the Surabaya Fault and the Waru Fault. In order to deal with the threat of earthquake disasters in Surabaya City, the development of an organization capable of handling disaster risk reduction can help improve the city's resilience. However, based on the assessment of the city's resilience in 2017, it is still considered low in responding to the potential earthquake. The Surabaya City Government has attempted to reduce the risk of potential earthquake disasters. However, regulations, policies and the cooperation of relevant agencies have not yet led to significant changes in Surabaya City's resilience. Therefore, this research was conducted to reassess the resilience of Surabaya City based on institutional aspects in order to formulate directions for accelerating the improvement of the city's resilience to earthquake risk. This research is a combination of quantitative and qualitative research aimed at determining directions for accelerating the improvement of the city's resilience to earthquake risk. In target 1, a resilience assessment technique based on the Climate and Disaster Resilience Initiative (CDRI) concept was used, involving 8 stakeholders to conduct in-depth interviews. The output of Objective 1 is the resilience index value of the study area based on institutional aspects. Followed by target 2 is to analyze changes in the resilience index value of Surabaya City to earthquake risk according to institutional aspects in 2017 and today. Objective 3 is to formulate directions for accelerating the improvement of Surabaya City's resilience to earthquake risk in the future using benchmarking analysis techniques. The output of target 1 of the CDRI analysis assessment obtained a resilience index value of Surabaya City to earthquake risk based on the institutional aspect of 2.81, which is included in the moderate category. Furthermore, the output of target 2 shows a rapid increase in resilience of 1 out of 25 variables. Meanwhile, as many as 16 variables have a slow increase so that directions for accelerating future resilience improvements are needed. The output of target 3 is in the form of directions for accelerating the improvement of the city's resilience to earthquake risk for each variable. This acceleration direction focuses on increasing the acceleration of the revision of the Surabaya City Spatial Plan, accelerating the preparation of Disaster Risk Assessments, increasing coordination, capacity and competence of disaster preparedness, determining the role and mechanism of coordination between institutions, and increasing the intensity of disaster mitigation socialization.
