Abstract

Assessment efektifitas investasi sangat diperlukan oleh pembangkit listrik dalam perencanaan anggaran perusahaan untuk mencapai target yang terukur baik dari sisi kinerja maupun keuangan. Namun sejauh ini belum ada penelitian yang menilai efektifitas investasi pembangkit dari sisi reliability dan efisiensi thermal, semuanya ditinjau dari sisi reliability saja. Diperlukan pengembangkan model dan metode untuk memastikan investasi yang diaplikasikan memberikan dampak signifikan bagi kinerja pembangkit listrik dengan biaya yang efektif dan efisien. Penelitian ini bertujuan untuk mengembangkan model baru dalam assessment investasi dengan pendekatan reliability dan efisiensi thermal untuk mengevaluasi efektifitas investasi, yang menghasilkan Investment Efficiency Indeks (IEI) yang menunjukkan hubungan antara peningkatan keandalan dan efisiensi thermal sistem dengan biaya investasi. Untuk menentukan peningkatan keandalan dan efisiensi thermal pada system pembangkit listrik digunakan Reliability Block Diagram untuk pemodelan reliability dan Heat and Mass Balance Model untuk perhitungan efisiensi thermal. Model reliability dilakukan dengan pengukuran parameter reliability, analisa Failuire Mode Effect Analysis (FMEA) dan failure rate yang diinputkan dalam Reliability Block Diagram (RBD) untuk menghasilkan indeks reliability. Sedangkan model efisiensi dilakukan dengan memasukkan parameter operasi baik on design maupun off design, kemudian dilakukan simulasi yang menghasilkan heat and mass balance yang menunjukkan efisiensi thermal. Selanjutnya hasil perhitungan divalidasi dengan data perhitungan reliability dan efisiensi thermal pada saat commissioning. Data yang digunakan adalah data historikal operasi dan CMMS (Computerized Maintenance Management System) Ellipse. Dengan pengembangan metode ini, maka dapat dihasilkan kandidat investasi yang memberikan dampak paling optimal pada revenue pembangkit melalui peningkatan reliability dan efisiensi dengan pembatasan biaya pemeliharaan.

An investment effectiveness assessment is very much needed by power plants in the company's budget planning to achieve measurable targets both in terms of performance and finances. However, so far there has been no research that has assessed the effectiveness of power plant investment in terms of reliability and thermal efficiency, all of which are viewed from the reliability side only. It is necessary to develop models and methods to ensure that the investments applied have a significant impact on the performance of power plants in a cost-effective and efficient manner. This study aims to develop a new model in investment assessment with reliability and thermal efficiency approaches to evaluate investment effectiveness, resulting in the Investment Efficiency Index (IEI) which shows the relationship between increased reliability and thermal efficiency of the system and investment costs. To determine the increase in reliability and thermal efficiency of the power generation system, the Reliability Block Diagram is used for modeling reliability and the Heat and Mass Balance Model for calculating thermal efficiency. The reliability model is carried out by measuring reliability parameters, Failuire Mode Effect Analysis (FMEA) and failure rates which are inputted in the Reliability Block Diagram (RBD) to produce a reliability index. While the efficiency model is carried out by entering operating parameters both on design and off design, then a simulation is carried out which produces heat and mass balance which shows thermal efficiency. Furthermore, the calculation results are validated with the reliability and thermal efficiency calculation data at the time of commissioning. The data used are historical operation data and CMMS (Computerized Maintenance Management System) Ellipse. By developing this method, investment candidate can be produced that have the most optimal impact to the power plant revenue by increasing reliability and efficiency while limiting maintenance cost.
