Abstract

Penggunaan hidrogen sebagai bahan bakar untuk pelayaran jarak pendek merupakan topik perdebatan masyarakat yang intens, baik manfaat maupun tantangannya. Meskipun hidrogen menawarkan manfaat lingkungan yang signifikan, pemanfaatan hidrogen sebagai sumber bahan bakar untuk industri pelayaran menghadirkan beberapa tantangan, termasuk kurangnya infrastruktur untuk bunkering yang disediakan oleh otoritas pelabuhan yang berdampak pada jangkauan perdagangan bahan bakar hidrogen untuk pelayaran jarak pendek. Salah satu solusi untuk mengatasi permasalahan tersebut adalah dengan meningkatkan kerjasama antara perusahaan pelayaran dan otoritas pelabuhan yang dapat memberikan dampak yang saling menguntungkan kedua belah pihak. Pemilihan otoritas pelabuhan sebagai calon mitra kerja sama mempertimbangkan berbagai kriteria. Penelitian sebelumnya berfokus pada kriteria penting seperti isi dan bentuk kolaborasi yang lebih dalam, kompatibilitas, kesehatan finansial, fasilitas dan peralatan fisik yang memadai, aset tidak berwujud, akses pengetahuan pasar, dan saling melengkapi. Berdasarkan survei dan wawancara diperoleh 7 subkriteria ideal dan pembobotan. Berdasarkan analisis Analytic Hierarchy Process (AHP), SAMSKIP menganggap semua sub-kriteria sangat penting, namun “kesesuaian dengan jalur kerja sama” dan “kemampuan untuk memberikan layanan berkualitas total” adalah dua sub-kriteria yang paling penting. Sub-kriteria ini selanjutnya dimanfaatkan untuk memprioritaskan otoritas pelabuhan untuk berkolaborasi dengan SAMSKIP. Berdasarkan survei, wawancara, dan tinjauan pustaka, dengan memanfaatkan Analisis TOPSIS, Pelabuhan Rotterdam dan Pelabuhan Oslo merupakan dua otoritas pelabuhan yang paling cocok untuk bekerjasama dengan SAMSKIP. Selain itu, penting juga untuk menentukan tipe ideal dan tanggung jawab masing-masing pihak dalam aliansi strategis. Berdasarkan survei, wawancara, benchmark, dan analisis pro kontra, perjanjian layanan tersebut merupakan kerjasama yang paling tepat antara SAMSKIP dan Otoritas Pelabuhan terkait pemenuhan layanan bunkering hidrogen. Ada beberapa tanggung jawab utama otoritas pelabuhan termasuk menyediakan lahan untuk fasilitas bunkering, memperoleh izin yang diperlukan dan persetujuan peraturan untuk proyek tersebut, dan menetapkan protokol keselamatan yang jelas dan SLA/SLG untuk memitigasi (SOP) potensi risiko yang terkait dengan penyimpanan hidrogen saat SAMSKIP mempunyai tanggung jawab untuk menyediakan atau mengadakan kapal yang kompatibel dengan sistem bahan bakar hidrogen dan menyediakan SOP dan prosedur keselamatan kapal selama operasi bunkering

The use of hydrogen as a fuel for short-sea shipping is a topic of intense societal debate, with both benefits and challenges. Despite the significant environmental benefits that hydrogen offers, the utilization of hydrogen as a fuel source for the shipping industry presents several challenges, including the lack of infrastructure for bunkering provided by a port authority which impacts the range of trade for hydrogen fuel short-sea shipping. One solution to tackle this issue is by enhancing the cooperation between shipping companies and port authorities which can have a mutually beneficial impact on both parties. The selection of port authorities as potential partners to collaborate considering various criteria. Previous studies have focused on critical criteria such as deeper contents and forms of collaboration, compatibility, financial health, adequate physical facilities and equipment, intangible assets, market knowledge access, and complementarity. Based on the survey and interview the ideal 7 sub-criteria was generated and weighted. According to the Analytic Hierarchy Process (AHP) analysis, SAMSKIP considered all the sub-criteria highly important, however, the “fitting with the cooperative routes” and “capabilities to provide total quality service” are two the most important. These sub-criteria are further utilized to prioritize the port authority to collaborate with SAMSKIP. According to the survey, interview, and literature review, by utilizing TOPSIS Analysis, the Port of Rotterdam and the Port of Oslo are two of the most suitable port authorities to collaborate with SAMSKIP. Furthermore, it is also important to define the ideal type and the responsibility of each party in a strategic alliance. According to the survey, interview, benchmark, and pro-cons analysis, the service agreement is the most suitable collaboration between SAMSKIP and Port Authorities regarding the fulfillment of hydrogen bunkering services. There are several main responsibilities of port authorities including providing the land for bunkering facilities, obtaining the necessary permits and regulatory approvals for the project, and establishing clear safety protocols and SLA/SLG to mitigate (SOP) any potential risks associated with hydrogen storage while SAMSKIP has the responsibility to provide or procure vessels compatible with hydrogen fuel systems and provide SOP and safety procedures for the ship during bunkering operation
