Abstract

Limbah padat rumah sakit yang tidak dikelola dengan baik akan mengakibatkan penumpukan limbah yang menjadi sumber masalah lain, seperti penyakit menular. Organisasi
(dalam hal ini pihak rumah sakit) perlu mengelola limbah padat rumah sakit dengan baik. Faktor terjadinya penumpukan limbah dapat disebabkan oleh kurangnya ketersediaan resource. Resource dapat berupa resource pelaku (dalam penelitian ini disebut agent) atau resource pendukung berupa alat penunjang aktivitas pelaku, seperti incinerator untuk membakar limbah. Akan tetapi, kelebihan resource juga tidak baik karena pengelolaan limbah tidak akan efisien. Oleh sebab itu, dibutuhkan analisa agar bisa mendapat jumlah resource optimal berdasarkan waktu dan biaya. Terdapat beberapa penelitian yang mensimulasikan alur proses pengolahan limbah dan beberapa penelitian mengusulkan optimasi resource berdasarkan waktu dan biaya. Akan tetapi, belum ada penelitian yang mengintegrasikan jumlah pasien terhadap alur proses pengolahan limbah dan optimasi resource secara otomatis. Tujuan Tugas Akhir ini adalah mengintegrasikan Discrete Event Simulation (DES) dan metode Multi-Criteria Decision Making (MCDM) untuk melakukan optimasi resource pada pengolahan limbah padat berdasarkan jumlah pasien menggunakan MOORA dan COPRAS secara otomatis. Data limbah padat yang digunakan adalah data limbah rumah sakit yang diambil pada bulan Maret hingga April pada tahun 2020, jumlah limbah rumah sakit terkait keseluruhannya berjumlah 1044. Metode MOORA mendapat penurunan total AWT sebesar 83% dan penaikan sebesar 19% untuk biaya aktivitas. Sedangkan COPRAS mendapat penurunan total AWT sebesar 89% dengan penaikan sebesar 71% untuk biaya aktivitas. Berdasarkan hal tersebut metode MOORA lebih baik daripada metode COPRAS.

Unmanaged hospital solid waste properly will result in accumulation of waste which is a source of other problems, such as infectious diseases. Organizations (in this case the hospital) need to manage hospital solid waste properly. The factor for the accumulation of waste can be caused by a lack of resource availability. Resources can be in the form of actors' resources (called agents in this case) or supporting resources in the form of tools to support the agent's activities, such as an incinerator for burning waste. However, excess resources are also not good because inefficient time and cost for waste management. Therefore, analysis is needed in order to obtain the optimal number of resources based on time and cost. There are several studies simulating the flow of waste treatment processes and several studies suggesting optimization of resources based on time and cost. However, there is no research that integrates the increase in the number of patients with the process flow of waste treatment and resource optimization. The goal of this final project is to integrate the Discrete Event Simulation (DES) and the MultiCriteria Decision Making (MCDM) method to optimize resources in solid waste management based on the increase in the number of patients using MOORA and COPRAS. The dataset used in this final project is hospital solid waste that was taken from March to April in 2020, the number of hospital wastes is 1044. The result in a total AWT for MOORA has decreased 83% from actual data and has increased 19% from actual data for activity cost. meanwhile, the result in a total AWT for COPRAS has decreased 89% from actual data and has increased 71% from actual data for activity cost. Based on those, MOORA method is better than COPRAS Method.
