Abstract

ANALYSIS OF THE CONSORTIUM PEER SELECTION PROCESS USING THE ANALYTICAL HIRARCI PROCESS METHOD (AHP)

ABSTRACT
When participating in large-scale tenders, it's crucial to have colleagues who possess the necessary expertise, organizational capacity, facilities, and financial resources. The selection process should rely on scientific methods to achieve optimal outcomes. Prospective partners forming a consortium must meet the employer's requirements as stipulated in the tender regulations, often governed by the government. This research focuses on Multiple Criteria Decision Making (MCDM) using the Analytical Hierarchy Process (AHP) approach.
Weighting is assigned to various considerations gathered from expert advice and information available in the company's database. Criteria are established based on recent analysis and past collaborative experiences. However, challenges may arise in fully implementing criteria related to experience and credibility. The evaluation and analysis aim to align with current procedures and scientific knowledge, serving as a reference for future consortium processes.
The study concludes with value processing, involving manual calculations and software simulations. Parameter values are derived from selected responders, and the resulting calculations prioritize validated Criteria and Sub-Criteria, determining the ranking of consortium partners. It's important to note that these priority rankings may change with alterations in parameters.
