Abstract

Inaportnet is an initiative from the Ministry of Transportation to enhance the effectiveness and efficiency of port administration in every port in Indonesia. It was implemented in 5 Main Ports in 2015 and now has connections with all ports in Indonesia. However, Inaportnet still has room to grow. With challenges analysed, which are manual processes that still happen in the middle of digitalization and integration capabilities that are still often a problem, this study focuses on enhancing the Indonesian port application system at Belawan Port by benchmarking it against Rotterdam Port's advanced system. Employing the DMAIC methodology, it evaluates effectiveness and efficiency in terms of operational, integration, system reliability, and user satisfaction. The research identifies significant gaps in Inaportnet's capabilities compared to the administrative processes of Rotterdam Port. The independent variable of this thesis is the enhancement of Inaportnet, which consists of both problems (integration system and manual process) and will influence the effectiveness (user satisfaction, system reliability, and integration capabilities) and efficiency (processing time) of Inaportnet. Data collection involves in-depth interviews at both ports and surveys with the user at Belawan Main Port. Analysis includes qualitative coding and simple statistical methods. The interview was analysed using qualitative code with the help of Atlas.ti. This coding includes analysed comments that were gained from distributed questionnaires to users of Inaportnet in Belawan. The study reveals the gap between the Inaportnet administrative process and Rotterdam. Inaportnet's need for technological advancement and better user engagement. Recommendations are made for improvements in Inaportnet based on Rotterdam's best practices, which consist of automation and digitalization, integrated information systems, standardised documentation, collaboration and communication, continuous improvement, and a customer-centric approach. The implementation of these recommendations is suggested to be controlled annually or per semester by gathering all users and discussing the problems that might occur during the implementation by highlighting the potential for significant enhancements in the Indonesian port system's efficiency and effectiveness.
