Abstract

Efficient transportation infrastructure plays a pivotal role in advancing economic growth and reducing disparities, fostering national productivity. Indonesia's Sea Toll Program aims to create interconnected shipping routes across the nation. Maritime transportation is a linchpin for seamless connectivity across Indonesia's diverse regions. The program has been criticized for its poor performance in the Papua region. Strengthening the program's local presence, increasing infrastructure investments, and incentivizing community participation are identified as vital steps. Augmenting pier capacity, improving storage facilities and services, and fostering public interest through optimal vessel maintenance and assistance to shippers/receivers are strategic measures to facilitate smooth cargo distribution through the port..The seamless integration of Information Technology (IT) and strategic adjustments in sea toll service costs or tariffs are emphasized for customer attraction efforts..Periodic tariff reviews are deemed crucial to ensure program sustainability and alignment with regional socio-economic contexts. The integration of these recommendations into the early operational phase of the sea toll program is essential for its overall success.

Infrastruktur transportasi yang efisien memainkan peran penting dalam mendorong pertumbuhan ekonomi dan mengurangi kesenjangan, serta mendorong produktivitas nasional. Program Tol Laut Indonesia bertujuan untuk menciptakan rute pelayaran yang saling terhubung di seluruh negeri. Transportasi laut adalah kunci utama konektivitas yang lancar di berbagai wilayah di Indonesia. Program ini dikritik karena kinerjanya yang buruk di wilayah Papua. Memperkuat kehadiran program di tingkat lokal, meningkatkan investasi infrastruktur, dan memberi insentif pada partisipasi masyarakat diidentifikasi sebagai langkah-langkah penting. Menambah kapasitas dermaga, meningkatkan fasilitas dan pelayanan penyimpanan, serta menumbuhkan animo masyarakat melalui perawatan kapal yang optimal dan pendampingan kepada pihak pengirim/penerima merupakan langkah strategis untuk memperlancar distribusi kargo melalui pelabuhan. Integrasi Teknologi Informasi (TI) yang lancar dan penyesuaian strategis dalam Biaya atau tarif jasa tol laut ditekankan dalam upaya menarik pelanggan. Kajian tarif secara berkala dipandang penting untuk memastikan keberlanjutan program dan keselarasan dengan konteks sosial-ekonomi daerah. Integrasi rekomendasi ini ke dalam tahap awal operasional program tol laut adalah penting untuk keberhasilannya secara keseluruhan.
