Abstract

Kegiatan operasi dan pemeliharaan bendungan adalah suatu kegiatan yang sangat penting agar bendungan bekerja secara optimal, sehingga memberikan manfaat sesuai dengan rencana. Seiring dengan waktu, performa Bendungan Cacaban mengalami penurunan secara signifikan. Kondisi fisik bangunan utama, bangunan penunjang dan instrumen telah mengalami kerusakan yang dapat beresiko terhadap keamanan bendungan. Tujuan utama dari penelitian ini adalah menentukan prioritas strategi peningkatan operasi dan pemeliharaan Bendungan Cacaban penentuan strategi prioritas peningkatan operasi dan pemeliharaan, pada penelitian ini menggunakan metode DSS (Decision Support System) dengan diawali perhitungan kinerja bendungan, analisis SWOT (Strength, Weakness, Opportunity, dan Threat) dan analisis QSPM (Quantitative Strategic Planning Matrix). Berdasarkan hasil analisis SWOT, strategi yang dihasilkan adalah Diversity Strategy, artinya Bendungan Cacaban dalam kondisi internal yang baik, sedangkan kondisi eksternal yang kurang baik. Strategi yang diusulkan yaitu dengan meminimalkan faktor eksternal ancaman/threat dengan prioritas strategi merujuk pada hasil skoring menggunakan analisis QSPM. Bendungan Cacaban didapatkan nilai kinerja rata rata 3,45 yang masuk pada kinerja cukup, tetapi bila dilihat dari beberapa item kinerja kurang yaitu ada 2 (dua) item yaitu kondisi waduk dan kondisi sempadan & greenbelt dalam kinerja kurang. Ada 7 (tujuh) komponen yaitu bangunan pengambilan, bangunan pelimpah, bukit tumpuan, layanan bendungan, rencana tindak darurat, instrumentasi, dan masyarakat sekitar dalam kinerja cukup mendekati batas kurang dan berpotensi bertambah turun kinerjanya. Dam operation and maintenance activities are very important activities so that the dam works optimally, so that it provides benefits according to plan. Over time, the performance of the Cacaban Dam has decreased significantly. The physical condition of the main building, supporting buildings and instruments has experienced damage which could pose a risk to the safety of the dam. The main objective of this research is to determine priority strategies for improving operations and maintenance of the Cacaban Dam. In this research, the DSS (Decision Support System) method was used, starting with dam performance calculations, SWOT analysis (Strength, Weakness, Opportunity, and Threat) and QSPM (Quantitative Strategic Planning Matrix) analysis. Based on the results of the SWOT analysis, the resulting strategy is Diversity Strategy, meaning that the Cacaban Dam is in good internal condition, while the external condition is not good. The proposed strategy is to minimize external threats/threats with strategic priorities referring to the scoring results using QSPM analysis. The Cacaban Dam obtained an average performance score of 3.45 which is considered adequate performance, but if we look at several items with poor performance, there are 2 (two) items, namely reservoir condition and border & greenbelt conditions which have poor performance. There are 7 (seven) components, namely intake buildings, spillway buildings, support hills, dam services, emergency action plans, instrumentation, and surrounding communities whose performance is quite close to the deficient limit and has the potential for its performance to decline. Extra handling is needed to restore the performance of dams and reservoirs
