Abstract
Penelitian ini menyelidiki praktik terbaik dalam pemantauan dan evaluasi kinerja di Pelabuhan Rotterdam dan Pelabuhan Antwerp-Bruges, dengan fokus khusus pada terminal swasta berlisensi dan kontrol manajemen laporan kinerja terminal swasta. Dalam menghadapi tuntutan logistik global yang terus berkembang dan dorongan untuk transparansi operasional manajemen pelabuhan, penelitian ini mengeksplorasi peran penting integrasi teknologi, adaptasi budaya, dan peningkatan keterampilan manusia. Penelitian ini menggunakan pendekatan metode campuran, dan tesis ini mengacu pada survei kuantitatif dan wawancara kualitatif dengan pemangku kepentingan utama untuk menilai saling ketergantungan faktor-faktor ini dalam kerangka pelaporan kinerja. Hasilnya menggarisbawahi pengaruh penting teknologi pengumpulan dan validasi data dalam membentuk laporan kinerja yang akurat dan andal. Namun, sumber daya manusia yang dimanifestasikan melalui komunikasi, manajemen, dan kemampuan pemecahan masalah yang muncul sebagai kunci untuk menerjemahkan data menjadi wawasan yang dapat ditindaklanjuti. Studi ini juga mengungkapkan perlunya budaya organisasi yang mendukung selaras dengan visi strategis pelabuhan. Rekomendasi yang diberikan menekankan investasi yang seimbang dalam pengembangan teknologi dan keterampilan, ditambah dengan proses keterlibatan pemangku kepentingan berulang, untuk mendorong perbaikan berkelanjutan. Tesis ini tidak hanya menyoroti dinamika kompleks manajemen pelabuhan tetapi juga mengusulkan model tata kelola terminal swasta yang menekankan efisiensi, kepatuhan, dan pertumbuhan berkelanjutan.

This research investigates best practices in performance monitoring and evaluation at the Port of Rotterdam and the Port of Antwerp-Bruges, with a particular focus on licensed private terminals and the management control of private terminal performance reports. In the face of evolving global logistics demands and the drive for port management operational transparency, this research explores the critical role of technological integration, cultural adaptation, and human skills enhancement. This research uses a mixed methods approach, and this thesis draws on quantitative surveys and qualitative interviews with key stakeholders to assess the interdependence of these factors within the performance reporting framework. The results underscore the important influence of data collection and validation technologies in shaping accurate and reliable performance reports. However, it is human resources manifested through communication, management, and problem-solving capabilities that emerge as the key to translating data into actionable insights. The study also revealed the need for a supportive organizational culture aligned with the port's strategic vision. The recommendations provided emphasize a balanced investment in technology and skills development, coupled with an iterative stakeholder engagement process, to drive continuous improvement. This thesis not only highlights the complex dynamics of port management but also proposes a private terminal governance model that emphasizes efficiency, compliance, and sustainable growth.
