Abstract

Cold chain merupakan bagian dari rantai pasok yang menjaga suhu produk agar tetap terjaga mulai dari bahan baku/produk diterima hingga dikirim ke konsumen . Saat ini, Industri alat kesehatan di Indonesia belum memiliki regulasi khusus terkait cold chain. Sehingga terjadi kerusakan yang tinggi yaitu sekitar 20% pada tahun 2018 hingga 2020 terutama untuk produk alat diagnostic in vitro seperti produk reagen di fungsi rantai pasoknya. Tujuan dari penelitian ini adalah membuat model pengelolaan risiko dengan menggunakan proses bisnis dari SCOR model, metode House of Risk (HOR) dan Best Worst Method (BWM). Hasil dari penelitian ini adalah terdapat 16 risk events disepanjang rantai pasok, 6 tindakan mitigasi risiko yang dapat dilakukan untuk mereduksi 16 risk events yang ada. Adapun contoh risk events yang relatif berbeda dengan risk events di rantai pasok makanan seperti (1) kurangnya audit dari pihak kementerian kesehatan, (2) implementasi Quality System Management tidak terstruktur (3). Adapun tiga tindakan utama dari enam tindakan mitigasi risiko dengan prioritas tertinggi pertama (1) memberikan masukan kepada Kementrian Kesehatan untuk pengetatan aturan terkait alat kesehatan diagnostic in vitro. Kedua, Menyewa konsultan yang paham dengan supply chain dan total quality management. Ketiga, Merekrut Quality Assurance Manager yang paham dengan SCM dan TQM. Penerapan metode House of Risk (HoR) dapat membantu pengelolaan risiko pada cold chain khususnya produk reagen. Saran untuk penelitian selanjutnya adalah melakukan penelitian pada entitas rantai pasok yang lebih luas yaitu tidak hanya pada perusahaan penghasil produk Reagen tetapi juga pada produsen yang berlokasi di luar negeri dan juga moda transportasi yang dipakai termasuk pada Kementrian Kesehatan.

Cold chain is part of the supply chain that maintains the temperature of the product from the time the raw material/product is received until it is sent to the consumer. Currently, the medical device industry in Indonesia does not have special regulations related to cold chain. So that there is high damage, which is around 20% in 2018 to 2020, especially for in vitro diagnostic products such as reagent products in the supply chain function. The purpose of this research is to create a risk management model using business processes from the SCOR model, the House of Risk (HOR) method and the Best Worst Method (BWM). The results of this research are 16 risk events along the supply chain, 6 risk mitigation actions that can be taken to reduce 16 existing risk events. The examples of risk events are relatively different from risk events in the food supply chain such as (1) lack of audit from the ministry of health, (2) unstructured Quality System Management implementation (3). The three main actions of the six risk mitigation actions with the highest priority are first (1) providing input to the Ministry of Health to tighten the rules related to in vitro diagnostic medical devices. Second, hire a consultant who is familiar with supply chain and total quality management. Third, recruit a Quality Assurance Manager who is familiar with SCM and TQM.
