Abstract

Intelligent Transport Systems (ITS) telah semakin banyak diadopsi di industri maritim di seluruh dunia, termasuk dalam proses perizinan operasi kapal feri. Namun, implementasi ITS di Provinsi Maluku, Indonesia, menghadapi tantangan karena sifat manual dan birokratis dari proses yang ada saat ini. Studi ini bertujuan untuk mengembangkan arsitektur ITS untuk persetujuan izin operasi kapal feri di Provinsi Maluku, memastikan keselarasan dengan peraturan internasional, nasional, dan lokal. Kerangka teori dari studi ini didasarkan pada tahapan pelaksanaan studi sebelumnya, yang memandu kategorisasi kebutuhan pemangku kepentingan melalui analisis peta empati dan pembuatan persona pengguna. Pemangku kepentingan yang terlibat dalam penelitian ini meliputi operator feri, Pemerintah Provinsi Maluku, dan Kementerian Perhubungan. Penelitian ini menggunakan metodologi kualitatif, dengan menggunakan peta empati dan persona pengguna untuk menggali perspektif para pemangku kepentingan, menangkap kebutuhan, harapan, dan pengalaman mereka. Pendekatan ini memfasilitasi identifikasi kesenjangan antara kebutuhan pemangku kepentingan dan kepatuhan terhadap peraturan, yang sangat penting untuk desain arsitektur fungsional ITS. Analisis mengungkapkan bahwa para pemangku kepentingan menghadapi tantangan dalam proses persetujuan manual dan birokrasi. Arsitektur ITS yang diusulkan bertujuan untuk menyederhanakan proses-proses ini dengan menawarkan sistem pemantauan real-time yang transparan dan terintegrasi dengan pembayaran bank yang sesuai dengan standar peraturan dan memenuhi kebutuhan pengguna. Studi ini menyimpulkan bahwa arsitektur fungsional ITS yang dirancang dengan baik dapat secara signifikan meningkatkan efisiensi dan transparansi proses perizinan operasi kapal feri di Provinsi Maluku. Studi ini juga menunjukkan bahwa penelitian lebih lanjut diperlukan untuk mengevaluasi efektivitas arsitektur ITS yang diusulkan dalam praktiknya.

Intelligent Transport Systems (ITS) have been increasingly adopted in the maritime industry worldwide, including in the ferry operation licensing process. However, the implementation of ITS in Maluku Province, Indonesia, faces challenges due to the manual and bureaucratic nature of the current process. This study aims to develop an ITS architecture for the approval of ferry operation licenses in Maluku Province, ensuring alignment with international, national, and local regulations. The theoretical framework of this study is based on previous study implementation stages, which guide the categorization of stakeholder needs through empathy map analysis and user persona creation. The stakeholders involved in this study include ferry operators, the Maluku Provincial Government, and the Ministry of Transportation. The research employs a qualitative methodology, utilizing empathy maps and user personas to delve into stakeholders' perspectives, capturing their needs, expectations, and experiences. This approach facilitates the identification of gaps between stakeholder needs and regulatory compliance, which is critical for the ITS functional architecture design. The analysis reveals that stakeholder face challenges in the manual and bureaucratic approval processes. The proposed ITS architecture aims to streamline these processes by offering a transparent, real-time monitoring system integrated with bank payments that aligns with regulatory standards and addresses user needs. The study concludes that a well-designed ITS functional architecture can significantly improve the efficiency and transparency of the ferry operation licensing process in Maluku Province. It also suggests that further research is needed to evaluate the effectiveness of the proposed ITS architecture in practice.
