Abstract

Indonesia adalah salah satu negara dengan potensi besar dalam perdagangan internasional dan berpotensi untuk pengembangan transportasi multimoda sesuai dengan Visi Sistem Logistik Indonesia 2025. Pendirian terminal kereta barang di Cirebon dapat menjadi langkah menuju pencapaian visi tersebut. Oleh karena itu, penelitian ini bertujuan untuk menilai kelayakan dan mengetahui kebutuhan dalam pengembangan multimoda. Pendekatan yang digunakan melibatkan proyeksi kebutuhan multimoda di masa depan dan evaluasi kelayakan dengan menggnakan metode ANP-BOCR. Inisiasi pengiriman peti kemas multimoda Cirebon-Jakarta memerlukan pemenuhan infrastruktur, termasuk reach stacker, gerbong datar, dan truk. Dalam proyeksi 10 tahun, diperlukan 1 reach stacker, 10-13 gerbong datar, dan 8-10 truk. Faktor tingkat pemenuhan kebutuhan, reliability, cost, keamanan, serta tingkat keselamatan dalam perjalanan memiliki bobot yang lebih tinggi dibandingkan faktor lainnya dalam inisiasi multimoda. Melalui penilaian expert yang berasal dari PT Kereta Api Indonesia, PT Pelindo Solusi Logistik, akademisi, serta praktisi dengan menggunakan metode ANP-BOCR, pengadaan multimoda Cirebon-Jakarta dinilai layak. Rekomendasi untuk inisiasi multimoda terbatas oleh proyeksi dan didasarkan pada PDRB Cirebon. Penelitian ini terbatas pada dua alternatif: singlemodal (truk) dan multimoda (truk dan kereta api). Penelitian selanjutnya dapat dilakukan dengan membandingkan dengan alternatif lain, melibatkan lebih banyak pemangku kepentingan, serta melibatkan perspektif pelanggan sehingga dapat meningkatkan penilaian kebutuhan multimoda dan iniasiasi lebih lanjut.

Indonesia is one of the countries with significant potential in international trade and has the potential for the development of multimodal transportation in accordance with the Vision of the Indonesian Logistics System 2025. The establishment of a freight train terminal in Cirebon could be a step towards achieving this vision. Therefore, this research aims to assess feasibility and identify needs in multimodal development. The approach used involves projecting future multimodal needs and evaluating feasibility using the ANP-BOCR method. Initiating multimodal container shipping from Cirebon to Jakarta requires infrastructure fulfillment, including reach stackers, flatcars, and trucks. In the 10-year projection, 1 reach stacker, 10-13 flatcars, and 8-10 trucks are needed. Factors such as the fulfillment level, reliability, cost, security, and safety during transit have higher weights compared to other factors in multimodal initiation. Through expert assessment from PT Kereta Api Indonesia, PT Pelindo Solusi Logistik, academics, and practitioners using the ANP-BOCR method, the establishment of the Cirebon-Jakarta multimodal system is deemed feasible. Recommendations for multimodal initiation are constrained by projections and are based on Cirebon's Gross Regional Domestic Product (GRDP). This study is limited to two alternatives: single mode (trucks) and multimode (trucks and trains). Further research could be conducted by comparing with other alternatives, involving more stakeholders, and incorporating customer perspectives to enhance the assessment of multimodal needs and further initiatives.
