Abstract

Studi ini meneliti kelayakan dan keuntungan dari strategi ko-opetisi antara Pelabuhan Tanjung Emas di Jawa Tengah dengan Pelabuhan Kendal yang sedang berkembang, dengan fokus pada pertumbuhan berkelanjutan dan pengembangan regional di tengah tantangan yang disajikan oleh Zona Ekonomi Khusus Kendal. Dengan menerapkan model ko-opetisi, yang mengintegrasikan aspek kerjasama dan kompetisi, bersama dengan teori Keseimbangan Nash dari permainan non-kooperatif, penelitian ini menganalisis interaksi strategis antara kedua pelabuhan untuk menilai kelayakan hubungan kerjasama, dampaknya terhadap pemangku kepentingan, dan strategi untuk implementasi yang efektif. Temuan utama dari analisis ini adalah bahwa pendekatan kerjasama menghasilkan hasil optimal untuk kedua pelabuhan, seperti yang ditunjukkan oleh skenario Keseimbangan Nash di mana kerjasama memaksimalkan Net Present Vallue (NPV) setiap pelabuhan tanpa insentif untuk menyimpang secara sepihak. Respons survei lebih lanjut mendukung ini, menyoroti pentingnya kepercayaan dan kolaborasi efektif untuk ko-opetisi yang sukses. Ini menunjukkan bahwa kerjasama dalam pengembangan bisnis kontainer adalah strategi yang paling menguntungkan, didukung oleh keinginan di antara pemangku kepentingan untuk terlibat dalam model seperti itu, yang menjanjikan peningkatan efisiensi, kualitas layanan yang ditingkatkan, dan daya saing yang lebih besar di sektor tersebut. Studi ini merekomendasikan pembentukan kerangka kerja ko-opetisi formal untuk menguraikan area kerjasama, peran, tanggung jawab, dan mekanisme resolusi konflik, didukung oleh perjanjian formal atau MOU. Ini juga menyarankan inisiatif bersama dalam infrastruktur, teknologi, dan pelatihan staf untuk meningkatkan kemampuan operasional dan standar layanan, menguntungkan industri maritim secara luas. Model kerjasama antara Pelabuhan Tanjung Emas dan Pelabuhan Kendal ini dapat menjadi preseden untuk upaya kolaboratif masa depan dalam sektor maritim, menawarkan cetak biru strategis untuk mencapai pertumbuhan berkelanjutan dan pengembangan regional melalui pendekatan seimbang antara kerjasama dan kompetisi.

This study investigates the viability and advantages of a co-opetition strategy between Central Java's Port of Tanjung Emas and the emerging Kendal Port, focusing on sustainable growth and regional development in the face of challenges presented by the Kendal Economic Special Zone. By applying the co-opetition model, which integrates aspects of cooperation and competition, along with Nash's Equilibrium theory from non-cooperative games, the research analyzes the strategic interactions between the two ports to assess the feasibility of a cooperative relationship, its impact on stakeholders, and strategies for effective implementation. The core finding of this analysis is that a cooperative approach yields the optimal outcome for both ports, as demonstrated by a Nash Equilibrium scenario where cooperation maximizes each port's Net Present Value (NPV) without any incentive to deviate unilaterally. Survey responses further support this, highlighting the significance of trust and effective collaboration for successful co-opetition. This suggests that cooperation in container business development is the most beneficial strategy, underpinned by a willingness among stakeholders to engage in such a model, which promises enhanced efficiency, improved service quality, and greater competitiveness in the sector. The study recommends establishing a formal co-opetition framework to outline areas of cooperation, roles, responsibilities, and conflict resolution mechanisms, supported by formal agreements or MOUs. It also suggests joint initiatives in infrastructure, technology, and staff training to bolster operational capabilities and service standards, benefiting the maritime industry at large. This cooperative model between the Port of Tanjung Emas and Kendal Port could serve as a precedent for future collaborative efforts within the maritime sector, offering a strategic blueprint for achieving sustainable growth and regional development through a balanced approach to cooperation and competition.
