Abstract

Olahraga adalah bagian integral dari masyarakat Indonesia. Olahraga tidak hanya meningkatkan daya tahan tubuh, tetapi juga membantu agar tetap sehat, melepaskan diri dari rutinitas sehari-hari, dan mengurangi stres. Olahraga dan kesehatan sangat terkait satu sama lain. Menurut Undang-Undang RI nomor 11 tahun 2022, pemerintah pusat dan pemerintah daerah bertanggung jawab untuk memastikan ketersediaan, pengelolaan, dan pemeliharaan sarana dan prasarana olahraga. Namun, fasilitas olahraga tidak tersebar merata di Palembang, Sumatera Selatan. Palembang juga merupakan kota tertua di Indonesia yang memiliki beragam seni dan budaya. Maka, dalam Tugas Akhir ini akan dibahas Gelanggang Olahraga Terapung Serbaguna sebagai sarana olahraga bagi masyarakat serta dapat memfasilitasi berbagai macam kegiatan seperti kesenian dan hiburan yang diharapkan dapat menarik wisatawan lokal dan mancanegara untuk berkunjung, hal ini dapat membantu meningkatkan daya tarik wisata di kota Palembang. Desain ini dilakukan dengan beberapa langkah yang meliputi desain lapangan olahraga dan tribun penonton yang sesuai dengan peraturan, survei langsung ke GOR pembanding, menentukan lokasi penempatan, dan analisis teknis. Hasil dari desain gelanggang olahraga terapung ini adalah berupa pontoon dan memiliki ukuran utama LOA: 70 m, B: 21 m, H: 8 m, T: 4.2 m. Kapasitas sebesar 720 orang dengan 700 pengunjung dan 20 orang awak. Kemudian dilanjutkan dengan mendesain Rencana Garis, Rencana Umum, Perencanaan Keselamatan, dan Model 3D. Pada Tugas Akhir ini juga dilakukan analisis ekonomis dengan total biaya pembangunan sebesar Rp 35,845,306,312.82, dengan biaya operasional sebesar Rp 6,802,518,424 Selain itu, dilakukan juga perhitungan revenue dan didapatkan nilai Net Present Value (NPV) sebesar Rp 35,999,957,054.03, Internal Rate of Return (IRR) senilai 25%, dan Payback Period selama 4 Tahun 6 Bulan.

Sports are an integral part of Indonesian society. Exercise not only increases the body's endurance, but also helps to stay healthy, escape from the daily routine, and reduce stress. Sports and health are closely related to each other. According to Republic of Indonesia Law number 11 of 2022, the central government and regional governments are responsible for ensuring the availability, management, and maintenance of sports facilities and infrastructure. However, sports facilities are not evenly distributed in Palembang, South Sumatra. Palembang is also the oldest city in Indonesia which has a variety of arts and culture. So, in this Final Project, we will discuss the Multi-Purpose Floating Sports Arena as a sports facility for the community and can facilitate various kinds of activities such as arts and entertainment which are expected to attract local and foreign tourists to visit, this can help increase tourist attraction in the city of Palembang. This design was carried out in several steps which included designing sports fields and spectator stands according to regulations, direct surveys to comparative sports halls, determining placement locations, and technical analysis. The result of the design of this floating sports arena is in the form of a pontoon and has the main dimensions LOA: 70 m, B: 21 m, H: 8 m, T: 4.2 m. The capacity is 720 people with 700 visitors and 20 crew members. Then proceed with designing Line Plans, General Plans, Safety Plans, and 3D Models. In this Final Project, an economic analysis was also carried out with a total building cost of Rp 35,845,306,312.82, with operational cost of Rp 6,802,518,424 In addition, revenue calculations were also carried out and a Net Present Value (NPV) value of Rp 35,999,957,054.03 was also carried out, Internal Rate of Return (IRR) of 25%, and Payback Period of 4 Years 6 Month.
