Abstract
Pengelolaan sistem irigasi saat ini terdapat beberapa kendala seperti kondisi infrastrukur yang kurang memadai yang disebabkan antara lain umur infrastruktur irigasi yang telah melewati umur layanannya yang menyebabkan penurunan fungsi kinerja jaringan irigasi. Disamping itu keikutsertaan petani dalam pengembangan dan pengelolaan irigasi masih belum memadai akibat alih pengetahuan dari pemerintah kepada petani belum dilaksanakan secara intensif, dapat mempengaruhi kinerja sistem irigasi. Disisi lain bertambahnya kebutuhan pangan tidak sejalan dengan luas lahan pertanian yang berkurang menjadi lahan industri, pemukiman, jalan tol dan lain-lain . Maka diperlukan suatu pembaharuan berkelanjutan (modernisasi) secara menyeluruh dari segi teknik, manajerial, institusi dan sumber daya manusia dalam bidang irigasi.
Keterbatasan waktu, biaya dan Sumber Daya Manusia merupakan hambatan dari pelaksanaan modernisasi irigasi, sehingga perlu adanya suatu penilaian untuk mengukur tingat kesiapan suatu daerah irigasi dalam melaksanakan kegiatan modernisasi irigasi. Langkah pertama yaitu penentuan bobot kriteria dan penentuan kesiapan modernisasi irigasi dengan 5 kriteria yakni 5 pilar modernisasi irigasi dan 25 sub kriteria dan 5 alternatif menggunakan metode Analytical Hierarchy Process (AHP). Kemudian selanjutnya dilakukan penyusunan skala prioritas rencana pengembangan daerah irigasi yang telah siap melaksanakan modernisasi irigasi yang dilakukan secara berkelompok berdasarkan penilaian sarana dan prasarana irigasi menggunakan metode k-methdoids clustering
Hasil penilaian Indeks Kesiapan Modernisasi Irigasi (IKMI) menunjukkan bahwa hanya Daerah Irigasi Mrican terutama Mrican Kanan yang siap dilakukan modernisasi irigasi dengan nilai IKMI sebesar 81,69% yang mana masuk dalam predikat baik. Sedangkan DI. Mrican Kiri, DI. Siman , DI. Menturus dan DI. Delta Brantas perlu dilakukan perbaikan, pengembangan dan penyempurnaan pilar irigasi selama 1-2 tahun. Hasil analisa Clustering menunjukkan modernisasi irigasi pada DI. Mrican kanan dapat dimulai dari Saluran Sekunder Peterongan, S.I. Pare Peterongan, S.I Tunggorono, SI. Melik dan SS. Sentul.

In carrying out the management of the irrigation system has obstacles are inadequate infrastructure conditions caused, the irrigation infrastructure has exhausted its technical age which causes the decline in the performance function of the irrigation network. In addition, the participation of farmers in the development and management of irrigation is still inadequate because the transfer of knowledge from the government to farmers has not been carried out intensively, it can affect the performance of the irrigation system and the availability of water. On the other hand, the increase in food demand is not in line with the reduced area of agricultural land into industrial land, settlements, toll roads and others. However, with these problems, the increase in irrigation services and the expected increase in agricultural production will not be achieved. So that there is a need for continuous renewal. In an effort to overcome these obstacles, in addition to the operation, maintenance and rehabilitation required a renewal thoroughly, both institutional, technical, managerial, and human resources. Modernization irrigation is an effort to realize a participant irrigation management system that is oriented toward fulfilling irrigation service levels in an effective, efficient, and sustainable. Limited time, cost and human resources are obstacles in the implementation of irrigation modernization, so an assessment is needed to measure the level of readiness of an irrigation area in carrying out irrigation modernization activities. The first step is to determine the criteria that affect the modernization of irrigation, in this case there are 5 criteria and 25 sub-criteria. Furthermore, the method of grouping the 5 pillars of irrigation modernization in each irrigation area using the Analytical Hierarchy Process (AHP) method. The priority scale for development plans for irrigation area are ready to carry out irrigation modernization based on building performance irrigation using the Clustering K-Medoids method. This result of analyze the readiness of irrigation modernization show that Mrican Kanan area is ready for irrigation modernization with IKMI value 81,69%. Meanwhile DI. Mrican Kiri, DI. Siman, DI. Menturus, DI, Delta Brantas needs maintenance around 1- 2 years. DI. Mrican Kanan can start from the Peterongan Secondary Channel. SI. Pare Peterongan, SI. Tunggorono, SS. Melik dan SS. Sentul.
