Abstract

Kementerian ATR/BPN menetapkan luasan Lahan Sawah Dilindungi (LSD) di Kabupaten Gresik sebesar 39.939 ha sejak tahun 2022 yang ditetapkan berdasarkan hasil peta citra eksisting lahan pertanian di Kabupaten Gresik. Sedangkan, Pemerintah Kabupaten Gresik hanya mengajukan luasan sekitar 31.732 ha. Apabila Pemerintah Kabupaten Gresik tidak melakukan validasi terkait kekurangan luasan LSD yang telah ditetapkan oleh Kementerian ATR/BPN, maka Ranperda Kabupaten Gresik Tahun 2022 tidak dapat segera disahkan. Berdasarkan dokumen Masterplan Agropolitan Kabupaten Gresik Tahun 2017, Kecamatan Driyorejo telah ditetapkan sebagai kawasan agropolitan district karena memiliki fungsi kawasan sebagai pusat produksi dan budidaya pertanian. Salah satu wilayah kecamatan di Kabupaten Gresik yang memiliki kepadatan penduduk tinggi dengan total kepadatan penduduk sebesar 48-185 jiwa/ha yaitu Kecamatan Driyorejo. Selain itu, Kecamatan Driyorejo juga terletak di dekat Kota Surabaya yang merupakan salah satu wilayah pusat perkembangan ekonomi yang tinggi. Tingginya kepadatan penduduk di Kecamatan Driyorejo, menyebabkan tingginya kebutuhan lahan sehingga banyaknya alih fungsi lahan pertanian menjadi fungsi lahan lain. Oleh karena itu, diperlukan adanya penentuan lahan potensial sebagai Lahan Sawah Dilindungi (LSD) di Kecamatan Driyorejo. Penelitian ini menggunakan teknik analisis Weighted Overlay berdasarkan kriteria penentuan LSD dengan menggunakan metode AHP. Selanjutnya, lahan potensial tersebut akan dilakukan proses konfirmasi kepada ketua gapoktan pada setiap desa/kelurahan di Kecamatan Driyorejo. Hasil dari penelitian ini adalah diperoleh total luasan lahan potensial sebagai LSD di Kecamatan Driyorejo sebesar 2.680,4 ha. Lahan potensial yang direkomendasikan sebagai LSD dengan total luasan sebesar 1.718,5 ha. Sedangkan, lahan potensialsebagai LSD yang direkomendasikan bersyarat dengan total luasan sebesar 961,1 ha.

The Ministry of ATR / BPN determined the area of Protected Rice Fields (LSD) in Gresik Regency of 39,939 hectares since 2022 which was determined based on the results of the existing image map of agricultural land in Gresik Regency. Meanwhile, the Gresik District Government only proposed an area of around 31,732 hectares. If the Gresik District Government does not validate the lack of LSD area that has been determined by the Ministry of ATR / BPN, the 2022 Gresik District Regional Regulation cannot be ratified immediately. Based on the 2017 Gresik Regency Agropolitan Masterplan document, Driyorejo Sub-district has been designated as an agropolitan district because it has an area function as a center for agricultural production and cultivation. One of the sub-districts in Gresik Regency that has a high population density with a total population density of 48-185 people/hectare is Driyorejo Sub-district. In addition, Driyorejo Subdistrict is also located near the city of Surabaya, which is one of the centers of high economic development. The high population density in Driyorejo sub-district has led to the high demand for land, resulting in the conversion of many agricultural land functions into other land functions. Therefore, it is necessary to determine the potential land as Protected Agricultural Land (LSD) in Driyorejo District. This research uses the Weighted Overlay analysis technique based on the criteria for determining LSD using the AHP method. Furthermore, the potential land will be confirmed to the head of the farmer group in each village in Driyorejo District. The result of this research is that the total area of potential land as LSD in Driyorejo District is 2,680.4 hectares. Potential land recommended as LSD with a total area of 1,718.5 hectares. Meanwhile, the conditionally
recommended potential land as LSD with a total area of 961.1 hectares.
