Abstract

Pada perusahaan penghasil gas, sistem distribusi dan pengukuran merupakan tahap akhir produksi sebelum gas yang dihasilkan dikirimkan kepada pelanggan. Sistem pengukuran gas berperan penting dalam mengukur jumlah gas yang dialirkan. Kesalahan dalam pengukuran aliran gas dapat menyebabkan pelanggan membayar kurang atau lebih dari jumlah gas yang diterima. Industri minyak dan gas memiliki potensi bahaya dan risiko yang tinggi. Oleh karena itu, evaluasi risiko menjadi bagian krusial dalam menentukan sistem yang dapat beroperasi dengan aman atau memerlukan langkah pengamanan. Penilaian risiko melalui HAZOP dapat memberikan gambaran bagaimana suatu sistem berjalan dengan risiko dan mitigasi yang disiapkan, perhitungan risiko menggunakan metode LOPA terbukti efektif dan realistis dalam mengembangkan skenario dan menguji kembali studi hazard and operability (HAZOP). Faktor keahlian personel juga berpengaruh dalam hasil penilaian HAZOP dan LOPA, terdapat dua node dalam penelitian ini, dan setiap node memiliki variasi tingkat risiko. Dari hazil analisis HAZOP melalui kategori severity dan likelihood, 50% tingkat risiko berada dalam kategori rendah dengan kode warna hijau dan 50% tingkat risiko berada dalam kategori sedang dengan kode warna kuning. Tingkat resiko dengan kriteria medium akan dilakukan LOPA untuk identifikasi kecukupan lapisan pelindung pada kedua node. Hasilnya pada node sales gas pipeline 33.33% SIL kategori NR dan 66.67% SIL 0. Sedangkan pada node sales gas meter, 33.33% SIL 0 dan 66.67% SIL 1.

In gas-producing companies, the distribution and measurement system represents the final stage of production before the generated gas is delivered to customers. The gas measurement system plays a crucial role in measuring the quantity of flowing gas. Errors in gas flow measurements can result in customers paying either less or more than the actual amount of gas received. The oil and gas industry carries high potential hazards and risks. Therefore, risk assessment becomes a crucial part of determining a system that can operate safely or requires safety measures. Risk assessment through Hazard and Operability Studies (HAZOP) provides an overview of how a system operates with identified risks and prepared mitigations. Risk calculations using the Layer of Protection Analysis (LOPA) method have proven to be effective and realistic in developing scenarios and retesting hazard and operability studies (HAZOP). The expertise of personnel is also a factor influencing the results of HAZOP and LOPA assessments. Two nodes have been identified in this study, and each node has variations in the level of risk. From the HAZOP analysis results through severity and likelihood categories, 50% of the risk level falls into the low category with a green color code, and 50% falls into the moderate category with a yellow color code. A risk level with medium criteria will undergo LOPA to identify the adequacy of protective layers at both nodes. The results for the sales gas pipeline node show 33.33% SIL (Safety Integrity Level) category NR and 66.67% SIL 0. Meanwhile, for the sales gas meter node, 33.33% SIL 0 and 66.67% SIL 1.
