Abstract

PT Pertamina Retail (PTPR) merupakan anak usaha dari PT Pertamina Patra Niaga yang bergerak di bidang usaha retail produk Pertamina khususnya bidang bahan bakar. PTPR mengelola SPBU dengan branding SPBU Company Owned Company Operated (COCO). PTPR terus berkembang dengan inisiasi kemitraan kerja sama operasi (KSO) yang dimulai pada tahun 2017. Berdasarkan laporan keuangan PTPR tahun 2023 menunjukkan prognosa seluruh SPBU COCO KSO Trans Jawa mengalami penurunan rata-rata profit sebesar 37%, penurunan profit terbesar terjadi pada SPBU COCO KSO Trans Jawa lokasi delapan yang bermitra dengan PT XYZ dengan penurunan profit sebesar 56%. Berdasarkan hal tersebut perlu dilakukan evaluasi bisnis SPBU COCO KSO Trans Jawa sebagai pertimbangan perbaikan proyek dan menjaga kelangsungan bisnis tetap sustain. Terdapat empat alternatif perbaikan yang dapat dilakukan manajemen yakni perbaikan dari parameter Capital Expenditure (Capex), Price, Productivity, dan Operational Expense (Opex). Pemecahan masalah yang digunakan pada penelitian ini adalah pendekatan metode Analytical Hierarchy Process (AHP) dan Technique for Other Preference by Similarity of Ideal Solution (TOPSIS). Dengan metode AHP–TOPSIS diharapkan mampu mengidentifikasi urutan dari alternatif perbaikan yang ada, dan memberikan pertimbangan kepada manajemen bahwa evaluasi bisnis SPBU COCO KSO Trans Jawa agar sesuai dengan hasil urutan pada penelitian. Kriteria yang digunakan adalah kriteria teknis dan teknologi yang meliputi sub kriteria lokasi SPBU, layout SPBU, dan sistem BOS/ POS. Kriteria pasar dan pemasaran yang meliputi sub kriteria keberadaan kompetitor dan segmentasi pasar. Kriteria manajemen dan SDM yang meliputi sub kriteria struktur organisasi dan training & coaching. Serta kriteria ekonomi yang meliputi sub kriteria Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PBP), dan Profitability Index (PI). Berdasarkan metode AHP didapatkan kriteria ekonomi menjadi kriteria terpenting dalam pengambilan keputusan dengan bobot 0,395. Keputusan urutan alternatif perbaikan yang dipilih adalah alternatif dengan nilai Relative Closeness Coefficient terbesar berdasarkan metode TOPSIS yakni parameter opex. Hal ini dapat dijadikan masukan bagi PTPR dalam mengefisiensikan jumlah pekerja yang ada, optimalisasi sistem operasional self service, serta mengevaluasi besaran bagi hasil yang disepakati dengan PT XYZ.

PT Pertamina Retail (PTPR) is a subsidiary of PT Pertamina Patra Niaga, specializing in the retail business of Pertamina products, particularly fuel. PTPR manages gas stations under the branding of SPBU Company Owned Company Operated (COCO). Since 2017, PTPR has been expanding through partnership initiatives known as Kerja Sama Operasi (KSO). Based on PTPR’s 2023 financial report, it indicates that the prognosis for all SPBU COCO KSO Trans Java experienced an average decrease in profit of 37%. The most significant profit decline occurred at SPBU COCO KSO Trans Java location eight, which is partnered with PT XYZ, with a profit decrease of 56%. Therefore, there is a need to conduct a business evaluation of the SPBU COCO KSO Trans Java to consider project improvements and ensure the sustainability of the business. There are four alternative improvements option for management can make, such as Capital Expenditure (Capex), Price, Productivity and Operational Expenditure (Capex). The problem solving used in this research is the Analytical Hierarchy Process (AHP) and Technique for Other Preference by Similarity of Ideal Solution (TOPSIS) method approaches. Through the AHP-TOPSIS method, the goal is to identify the sequence of existing improvement alternatives and provide management with considerations that align with the ranked results of the research in evaluating the business of SPBU COCO KSO Trans Java. The criteria used are technical and technological criteria which include subcriteria such as SPBU location, SPBU layout, and BOS/POS systems. Market and marketing criteria which include sub-criteria the existence of competitors and market segmentation. Management and HR criteria which include sub-criteria such as organizational structure and training & coaching. Economic criteria which include sub criteria such as Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PBP), and Profitability Index (PI). Based on the AHP method, economic criteria were the most important criteria with a weight of 0,395. The decision on the sequence of selected improvement alternatives is based on the highest Relative Closeness Coefficient value according to the TOPSIS method, which is the Opex parameter. This can be used as input for PTPR in streamlining the existing workforce, optimizing self-service operational systems, and evaluating the agreed profit sharing amount with PT XYZ.
