Abstract

Indonesia merupakan suatu negara yang terdiri lebih dari 17.000 pulau yang mengandalkan transportasi laut sebagai sarana utama dalam proses pengangkutan barang maupun penumpang. Dalam upaya penyediaan layanan transportasi laut yang baik, pemerintah telah mengeluarkan Instruksi Presiden dalam upaya penataan kegiatan logistic agar kegiatan transportasi barang dan penumpang dapat terlaksana dan terawasi dengan baik. Kementerian Perhubungan sebagai salah satu Kementerian terkait memiliki tugas untuk mengintegrasikan system perizinan dan layanan dibidang ekspor impor dan logistic dengan suatu sistem ekosistem logistik nasional (Indonesia National Single Window). Inaportnet merupakan aplikasi utama dalam mencapai keberhasilan upaya dalam menciptakan ekosistem logistic nasional yang baik. Sejak mulai diberlakukannya hingga tahun 2023 Inaportnet masih terfokus pada layanan kapal dimulai dari proses kedatangan kapal sampai dengan terbitnya Surat Persetujuan Berlayar (SPB) dimana sebenarnya terdapat satu proses yang sampai saat ini belum terfasilitasi yaitu layanan barang di dermaga, Gudang dan/atau lapangan hal ini juga dapat digunakan dalam upaya peningkatan produktifitas kinerja operasional Pelabuhan dan Tingkat pemanfaatan Gudang dan dermaga. Didalam proses penambahan fasilitasi kegiatan layanan barang diperlukan tambahan business proses yang sampai saat ini dinilai belum lengkap. Dalam proses penambahan business proses layanan juga harus disesuaikan dengan aturan yang ada dan kebutuhan dari pengguna atas layanan dan monitoring kegiatan barang di dermaga, Gudang dan/atau lapangan penumpukan. Maka dari itu diperlukan gambaran atas kebutuhan pengguna yang kemudian nantinya dikaitkan dengan aturan yang ada sehingga pembentukan business proses yang baru dapat dinilai memenuhi kebutuhan dan dapat meningkatkan produktifitas dan kinerja pemakaian dermaga dan Gudang sehingga ekosistem logistic yang akan dibangun di Pelabuhan dapat tercipta dengan baik.

The Ministry of Transportation as one of the relevant Ministries has the task of integrating the licensing system and services in the field of export and import and logistics with a national logistics ecosystem system (Indonesia National Single Window). Inaportnet is the main application in achieving the success of efforts in creating a good national logistics ecosystem. Since its implementation until 2023 Inaportnet is still focused on ship services starting from the process of ship arrival until the issuance of the Sailing Approval Letter (Port Clearance) where there is actually one process that has not been facilitated until now, namely the service of goods at the quay, warehouse and / or stacking yard, this can also be used in an effort to increase the productivity of Port operational performance and the utilization rate of warehouses and stacking yard. In the process of adding facilitation of goods service activities, additional business processes are needed which are currently considered incomplete. In the process of adding service business processes, it must also be adjusted to existing regulations and the needs of users for services and monitoring of goods activities at the dock, warehouse and / or piling field. Therefore, it is necessary to describe the needs of users which will then be associated with existing regulations so that the formation of new business processes can be assessed as meeting the needs and can increase the productivity and performance of the use of docks and warehouses so that the logistics ecosystem that will be built at the Port can be created properly.
