Abstract
Kawasan industri di perkotaan dalam hal ini kawasan industri SIER Surabaya merupakan daya tarik masyarakat baik dalam kota maupun luar kota untuk bekerja di industri yang membutuhkan tenaga kerja massal. Bagi masyarakat luar kota akan membutuhkan permukiman yang ada di sekitar kawasan industri sebagai bentuk penghematan. Menurut Bambang Panudju (1993), kebutuhan perumahan sederhana untuk pekerja industri dapat dilaksanakan oleh berbagai pihak, antara lain pekerja industri secara perorangan, pekerja sendiri melalui yayasan atau koperasi, masyarakat sekitar daerah industri melalui sewa menyewa dan jual beli, perusahaan atau pemilik industri dan pihak ketiga (Pemerintah oleh Perum Perumnas denganfasilitas KPR BTN dan KPR Bank lainnya, swasta melalui REI, developer, industrial estate, investor dan sebagainya). Akan tetapi selama ini permukiman untuk buruh disediakan oleh masyarakat sekitar secara informal, sehingga tercipta permukiman dengan kepadatan yang tinggi serta bangunanbangunan perumahan yang kurang memperhatikan syarat-syarat kesehatan dan kurang memenuhi persyaratan ruang gerak yang Baik Penelitian ini bertujuan untuk merumuskan arahan pengembangan permukiman kawasan industri SIER Surabaya melalui atribut-atribut Jaktor pengembangan permukiman. Variabel yang digunakan terdapat 25 variabel yang meliputi faktor sosial, faktor hunian tempat tinggal dan faktor lingkungan. Penilaian dilakukan oleh sampling responden buruh dengan menggunakan skala scoring. Dari hasil kuesioner dilakukan pembobotan factor sehingga diketahui prioritas pengembangan permukiman berdasarkan kebutuhan buruh. Dari hasil tersebut dirumuskan arahan pengembangan permukiman melalui teknik analisis Delphi yang sebelumnya telah ditentukan stakeholder yang berpengaruh dan berkepentingan dalam pengembangan permukiman buruh kawasan industri SIER dengan menggunakan analisa stakeholder. Dari hasil analisis didapat faktor prioritas yang berpengaruh terhadap pengembangan permukiman buruh kawasan industri SIER Surabaya antara lain : (I) status ekonomi; (2) kedekatan dengan pusat kegiatan (tempat kerja); (3) kemudahan dalam pencapaian ke pusat-pusat kegiatan; (4) air minumlbersih; (5) Jaringan listrik; (6) kenyamanan termal (sirkulasi udara); (7) keamanan lingkungan dari tindakan kriminal; (8) sarana pendidikan; (9) sarana perbelanjaan; dan(10) status sosial individu. Dari faktor prioritas tersebut dilanjutkan ke analisis Delphi untuk merumuskan arahan pengembanganpermukiman kawasan industri SIER Surabaya

Industrial areas in urban areas, in this case the SEER Surabaya industrial area, are an attraction for people both in the city and outside the city to work in industries that require mass labor. People outside the city will need settlements around industrial areas as a form of savings. According to Bambang Panudju (1993), the need for simple housing for industrial workers can be implemented by various parties, including individual industrial workers, workers themselves through foundations or cooperatives, communities around industrial areas through renting and buying and selling, companies or industrial owners and other parties. third (Government by Perum Perumnas with BTN KPR facilities and other bank KPRs, private sector through REI, developers, industrial estates, investors and so on). However, so far settlements for workers have been provided by the local community informally, resulting in the creation of high density settlements and residential buildings that do not pay attention to health requirements and do not meet the requirements for good movement space. This research aims to formulate directions for the development of SEER industrial area settlements. Surabaya through the attributes of the Settlement Development Factor. There are 25 variables used which include social factors, residential factors and environmental factors. The assessment was carried out by sampling worker respondents using a scoring scale. From the results of the questionnaire, factor weighting was carried out so that settlement development priorities were known based on workers' needs. From these results, directions for settlement development were formulated using the Delphi analysis technique, which had previously been determined by stakeholders who had influence and had an interest in developing settlements for workers in the SEER industrial area using stakeholder analysis. From the results of the analysis, it was found that priority factors that influence the development of workers' settlements in the SIER Surabaya industrial area include: (I) economic status; (2) proximity to the center of activity (workplace); (3) ease of access to activity centers; (4) clean drinking water; (5) Electrical network; (6) thermal comfort (air circulation); (7) environmental security from criminal acts; (8) educational facilities; (9) shopping facilities; and (10) individual social status. From these priority factors, proceed to Delphi analysis to formulate directions for residential development in the SJER Surabaya industrial area
