Abstract

Seiring dengan meningkatnya pembangunan berkelanjutan terutama di bidang pendidikan, kebutuhan untuk mengetahui apakah lembaga pendidikan tinggi menggunakan sumber daya mereka secara efisien atau tidak merupakan suatu hal yang sangat penting. Institut Teknologi Sepuluh Nopember (ITS) merupakan perguruan tinggi kelas dunia yang memiliki rencana strategi berfokus pada peningkatan kualitas. Namun, lebih dari 50% departemen di ITS tidak efisien. Sehingga, dalam memberikan sumbangsih terhadap rencana pembangunan ITS, evaluasi efisiensi pada setiap departemen di ITS perlu dilakukan. Dikarenakan banyak indikator yang dapat menjadi variabel dalam pengukuran efisiensi setiap departemen di ITS, maka dilakukan analisis efisiensi menggunakan metode Classical dan Extended Data Envelopment Analysis (DEA) dengan berdasar pada aspek pendidikan dan pengajaran serta penelitian dan pengembangan yang sesuai Tri Dharma Perguruan Tinggi. Penelitian ini mengungkap bahwa departemen Teknik Instrumentasi, Teknologi Informasi, dan Kimia Industri merupakan departemen yang unggul pada setiap aspek efisiensi dan setiap model yang digunakan di mana setiap model DEA memberikan hasil pengukuran yang berbeda dengan sensitivitas yang berbeda pula. Departemen Teknologi Informasi merupakan departemen terbaik setelah departemen Teknik Instrumentasi yang memiliki peran banyak sebagai referensi bagi departemen yang kurang efisien. Di sisi lain, sebagian besar departemen di ITS tidak efisien, terutama dalam aspek penelitian dan pengembangan.

Along with the increase in sustainable development goals, especially in the field of education, the urgency to know whether or not the higher education institutions are using their resources efficiently is very important. This is closely related to strategic plans in educational institutions. Sepuluh Nopember Institute of Technology (ITS) is a world-class university tertiary institution in the field of technology and science ranked 701-750 in 2022. However, more than 50% department in ITS still inefficient. Thus, in contributing to the ITS development plan, it is necessary to evaluate the efficiency of each department at ITS. Because many indicators can be variables in measuring the efficiency of each department at ITS, an efficiency analysis is carried out using the Data Envelopment Analysis (DEA) method. The findings consistently indicate that the Department of Instrumentation Engineering, Information Technology, and Chemical Idustry Engineering excels in efficiency, regardless of the chosen approach or DEA models which any of the model gives a different score and sensitivity. This underscores its role as an exemplar for less efficient departments, offering valuable insights for improvement and aiding university administrators in setting ambitious objectives. Notably, a substantial portion of ITS's departments were identified as inefficient. Therefore, it is imperative for the university to concentrate on enhancing departmental productivity through initiatives such as workshops and training programs.
