Abstract
Pemilihan umum (Pemilu) adalah pijakan utama demokrasi, memfasilitasi partisipasi warga negara dalam menentukan pemimpin dan wakilnya. Dalam konteks Pilpres 2024, Koalisi partai menjadi elemen krusial untuk mencapai tujuan bersama. Pemilih pemula, dengan jumlah mencapai 54,4 juta atau 26,6% dari total pemilih nasional, memegang peran penting dalam menentukan hasil Pemilu. KPU Jawa Timur mencatat 2,28 juta pemilih pemula dari total DPT sebanyak 31,402,838 orang. Penelitian ini, menggunakan metode Structural Equation Modeling Partial Least Squares (SEM-PLS), mengeksplorasi persepsi pemilih pemula terhadap koalisi partai di Pilpres 2024. Data primer diperoleh melalui kuesioner online, melibatkan responden berusia 17 sampai 21 tahun yang belum berpartisipasi dalam pemilu sebelumnya. Hasil analisis dari 444 responden menunjukkan bahwa sekitar 80% responden merasa puas dengan kinerja pemerintah, namun melihat kondisi politik dan demokrasi memerlukan perbaikan. Analisis SEM-PLS mengungkapkan bahwa faktor seperti ideologi capres dan cawapres, reputasi partai, dan kedudukan capres dalam partai tidak signifikan memengaruhi keputusan memilih pemilih pemula di Jawa Timur. Sebaliknya, kedudukan cawapres dalam partai dan gagasan program pasangan calon memiliki pengaruh yang signifikan. Kesimpulan menekankan perlunya peningkatan edukasi politik sebelum pemilih pemula mencapai usia memilih. Temuan ini diharapkan memberikan landasan kebijakan yang efektif untuk meningkatkan partisipasi politik pemilih pemula dan mendukung tujuan pembangunan berkelanjutan.

General elections are the main cornerstone of democracy, facilitating citizen participation in determining their leaders and representatives. In the context of the 2024 presidential election, party coalitions are a crucial element to achieve common goals. First-time voters, with a total of 54.4 million or 26.6% of the total national voters, play an important role in determining the election results. The East Java KPU recorded 2.28 million first-time voters out of a total DPT of 31,402,838 people. This research, using the Structural Equation Modeling Partial Least Squares (SEM-PLS) method, explores first-time voters' perceptions of party coalitions in the 2024 presidential election. Primary data was obtained through an online questionnaire, involving respondents aged 17 to 21 years who had not participated in the previous election. The analysis results from 444 respondents showed that around 80% of respondents were satisfied with the government's performance, but saw that political and democratic conditions needed improvement. SEM-PLS analysis reveals that factors such as the ideology of the presidential and vice presidential candidates, party reputation, and the position of the presidential candidate within the party do not significantly influence the decision to choose first-time voters in East Java. On the other hand, the position of the cawapres in the party and the ideas of the candidate pair's program have a significant influence. The conclusion emphasizes the need for increased political education before new voters reach voting age. These findings are expected to provide an effective policy basis for increasing the political participation of first-time voters and supporting sustainable development goals.
