Abstract

Indonesia setiap bulan masih melakukan impor gula yang seharusnya sebagai negara agraris mampu untuk mencapai swasembada gula. Pada kenyataannya, produksi gula Indonesia belum mampu memenuhi kebutuhan gula nasional, sehingga pemerintah melakukan upaya dengan mengadakan impor gula. Oleh karena itu, perlu dilakukan peramalan volume impor gula untuk mengurangi kerugian ekonomi negara akibat impor gula yang berlebihan. Sehingga tujuan dari penelitian ini adalah mendeskripsikan karakteristik, mendapatkan model, dan mendapatkan hasil ramalan volume impor yang diharapkan dapat membantu pemerintah dalam menentukan kebijakan untuk mengatasi ketersediaan gula nasional. Metode peramalan yang digunakan adalah metode fungsi transfer dan didapatkan model terbaik untuk meramalkan volume impor gula yaitu b=35 r=0 s=0 menyatakan bahwa produksi gula Indonesia pada 35 sebelumnya mempengaruhi volume impor gula. Hasil ramalan volume impor gula periode Januari 2023 hingga Desember 2024 menunjukkan bahwa volume impor gula pada tahun 2023 tertinggi terjadi pada bulan Juli sebesar 488.991,31 ton dan volume impor gula terendah terjadi pada bulan Januari sebesar 190.251,09 ton. Sedangkan pada periode tahun 2024 volume impor gula tertinggi terjadi pada bulan Juli sebesar 485.337,60 ton dan volume impor gula terendah terjadi pada bulan November sebesar 263.629,50 ton.

Indonesia still imports sugar every month, which as an agricultural country should be able to achieve sugar self-sufficiency. In fact, Indonesia's sugar production has not been able to meet national sugar needs, so the government has made efforts to import sugar. Therefore, it is necessary to forecast the volume of sugar imports to reduce the country's economic losses due to excessive sugar imports. So the purpose of this research is to describe the characteristics, get a model, and get the forecast results of the import volume which is expected to help the government in determining policies to overcome the availability of national sugar. The forecasting method used is the transfer function method and the best model obtained to forecast the volume of sugar imports is b = 35 r = 0 s = 0, which states that Indonesia's sugar production in the previous 35 years affects the volume of sugar imports. The forecast results of sugar import volume for the period January 2023 to December 2024 show that the highest volume of sugar imports in 2023 occurred in July at 488,991.31 tons and the lowest volume of sugar imports occurred in January at 190,251.09 tons. Meanwhile, in the 2024 period, the highest sugar import volume occurred in July amounting to 485,337.60 tons and the lowest sugar import volume occurred in November amounting to 263,629.50 tons.
