Abstract

Dalam industri migas upstream, pemilihan supplier subsurface memiliki peran yang penting dalam mendukung keberhasilan operasi eksplorasi dan produksi. Sejalan dengan program Sustainable Development Goals (SDGs) dari PBB (Persatuan Bangsa-Bangsa) dan Rencana Strategis Ditjen Migas dari Kementerian Energi dan Sumber Daya Mineral Republik Indonesia, pemilihan supplier subsurface terutama pada operasi pengeboran (drilling) untuk well development di Perusahaan Migas Upstream X perlu menerapkan prinsip keberlanjutan secara menyeluruh agar tidak menyebabkan dampak negatif terhadap kualitas produk dan layanan serta tanggung jawab sosial dan lingkungan perusahaan yang muncul dari rantai pasok. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor kriteria dan sub-kriteria yang memengaruhi pemilihan supplier subsurface yang berkelanjutan, menilai bobot setiap kriteria penting dari prosedur yang ada, dan untuk menentukan urutan prioritas supplier. Penelitian ini dilakukan dengan menggunakan metode gabungan AHP-TOPSIS. Data dikumpulkan melalui observasi, diskusi, kuisioner, dan studi literatur. Target responden adalah profesional ahli (expert) di Perusahaan Migas Upstream X di Indonesia. Hasil dari implementasi metode AHP untuk untuk kriteria dengan bobot tertinggi yang diperoleh adalah Lingkungan (44%), Ekonomi (34%), Sosial (16%), dan Etika (6%), sementara untuk sub-kriteria dengan bobot adalah Sistem Manajemen Lingkungan (15,10%), Sistem Kesehatan & Keselamatan Kerja (14,44%), diikuti oleh Code of Conduct (12,48%) dan Kualitas (11.77%) dengan consistency ratio < 0.1. Melalui implementasi metode TOPSIS didapat bahwa supplier S5 memiliki peringkat teratas dengan nilai preferensi sebesar 0,6750. Selain itu, untuk memastikan hasil urutan dari metode TOPSIS tidak sensitif, dilakukan analisis sensitivitas dengan penambahan ataupun pengurangan sebanyak 2% dan peringkat dari masing-masing alternatif supplier subsurface tidak mengalami perubahan sehingga dapat disimpulkan bahwa metode TOPSIS dalam penelitian ini sudah robust.

In the upstream oil and gas industry, the selection of subsurface suppliers plays a crucial role in supporting the success of exploration and production operations. Aligned with Sustainable Development Goals (SDGs) by the United Nations and the Strategic Plan of the Oil and Gas Directorate General by the Ministry of Energy and Mineral Resources of the Republic of Indonesia, the selection of subsurface suppliers especially in the context of drilling operations for well development at Upstream Oil and Gas Company X needs to incorporate comprehensive sustainability principles to avoid negative impacts on product and service quality, as well as the social and environmental responsibilities of the company that arise from the supply chain. This study aims to identify the criteria and sub-criteria factors that influence the sustainable subsurface supplier selection, assess the weight of each important criterion from existing procedures, and to determine the priority order of suppliers. This research was conducted using the combined AHP-TOPSIS method. Data was collected through observation, discussion, questionnaires, and literature studies. Target respondents are professional experts in Upstream Oil and Gas Company X in Indonesia. The results of implementing the AHP method for the criteria with the highest weights obtained are Environment (44%), Economy (34%), Social (16%), and Ethics (6%), while the sub-criteria with the weight are Environmental Management Systems (15.10%), Occupational Health & Safety System (14.44%), followed by Code of Conduct (12.48%) and Quality (11.77%) with a consistency ratio < 0.1. Through the implementation of the TOPSIS method, it was found that supplier S5 had the top ranking with a preference value of 0.6750. In addition, to ensure that the ranking results of the TOPSIS method are not sensitive, a sensitivity analysis was carried out with additions or subtractions of 2% and the ranking of each alternative subsurface supplier did not change so it can be concluded that the TOPSIS method in this study is robust.
