Abstract

Pemerintahan berbasis Elekronik atau e-Government merupakan salah satu cara Instansi Pemerintah Pusat maupun Daerah memanfaatkan teknologi Informasi untuk kegiatan administrasi pemerintahan maupun pelayanan publik yang diharapkan meningkatkan kualitas kerja suatu instansi. Sesuai dengan Peraturan Presiden Nomor 95 Tahun 2018 tentang Sistem Pemerintah Berbasis Elektronik (SPBE), Terdapat beberapa standar aplikasi yang harus dipenuhi diantaranya efektif, terpadu, sinambung, efisien, akunTabel, interoperable dan aman. Dalam memenuhi kualitas aplikasi di suatu pemerintahan berdasarkan SPBE maka diperlukan sebuah metode yang dapat mengukur kualitas aplikasi. Metode eGovqual telah banyak digunakan untuk mengukur kualitas layanan website, khususnya instansi pemerintah yang telah menerapkan e-Government. Sistem pemerintah berbasis elektronik atau e-Government yang diterapkan setidaknya harus memenuhi standar aturan SPBE dan standar kualitas software. Akan tetapi metode yang saat ini masih kurang memenuhi dari standar SPBE. Penelitian ini mengusulkan sebuah kerangka kerja yang digunakan untuk mengukur kualitas eGovernment di Indonesia, yang menggabungkan beberapa kerangka kerja yang dihasilkan seperti e-govqual, TAM, ISO 25010, Webqual. Kerangka yang dihasilkan diuji coba untuk mengukur kualitas 3 aplikasi kepelautan, penindakan dan penyidikan dan status hukum kapal di Kantor Kesyahbandaran dan Otoritas Pelabuhan Utama. Dari hasil uji yang dilakukan didapatkan hasil dari metode egovqual hanya dapat melakukan beberapa standar dari SPBE seperti, efektivitas, keterpaduan, efisien, akuntabilitas, keamanan usability. Sedangkan kerangka kerja modifikasi dapat memenuhi semua standar efektif, terpadu, sinambung, efisien, akunTabel, interoperable, aman, dan usability.

Electronic-based government or e-government is one way that Central and Regional Government Agencies utilize information technology for government administration activities and public services, which are expected to improve the quality of an agency's work. In accordance with Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE), several application standards must be met, including practical, integrated, continuous, efficient, accountable, interoperable and safe. In order to meet the quality of applications in a government based on SPBE, a method is needed that can measure the quality of applications. The e-Govqual method has been widely used to measure the quality of website services, especially government agencies that have implemented e-Government. The electronic-based government system or egovernment that is implemented must at least meet SPBE regulatory standards and software quality standards. However, the current method still needs to meet SPBE standards. This research proposes a framework used to measure the quality of egovernment in Indonesia, which combines several resulting frameworks such as egovqual, TAM, ISO 25010, and Webqual. The resulting framework was tested to measure the quality of 3 maritime applications, prosecution and investigation and the legal status of ships at the Harbor Master's Office and Main Port Authority. From the results of the tests carried out, it was found that the e-govqual method could only fulfil several standards from SPBE, such as effectiveness, integration, efficiency, accountability, security, and usability. Meanwhile, the modification framework can meet all practical, integrated, sustainable, efficient, accountable, interoperable, safe and usability standards.
