Abstract
Energi listrik merupakan kebutuhan penting bagi masyarakat. Namun kondisi saat ini di beberapa pulau kecil dan terluar, pasokan energi listrik masih belum tercukupi. Salah satunya adalah Pulau Kotok di Kabupaten Kepulauan Seribu, yang memiliki potensi besar untuk dikembangkan menjadi daerah wisata di Utara Pulau Jawa. Penggunaan mesin berbahan bakar diesel yang digunakan sebagai pembangkit listrik utama membutuhkan biaya operasional dan pemeliharaan yang tinggi, sehingga perlu dioptimalkan potensi sumber energi dengan memanfaatkan energi baru dan terbarukan. Dengan mengkaji potensi sumber energi terbarukan diantaranya energi matahari dan energi angin yang akan terkoneksi secara hybrid dengan pembangkit listrik tenaga diesel (PLTD). Dengan bantuan simulasi menggunakan software Homer, yang akan membahas analisa kajian kelayakan secara teknis dan ekonomis yang memenuhi kriteria pembangunan pembangkit listrik baru dengan menggunakan sumber energi terbarukan. Analisis pengambilan keputusan untuk menetapkan alternatif terbaik dengan menggunakan teknik MCDM (Multi Criteria Decision Making) dan metode gabungan AHP-TOPSIS (Analytical Hierarchy Process - Technique For Order Preference by Similarity to Ideal Solution) berdasarkan beberapa opsi penggunaan sumber energi terbarukan yang akan diimplementasikan di Pulau Kotok. Dari hasil simulasi aplikasi HOMER, diperoleh alternatif sistem hybrid gabungan PLTD 1 MW dengan PLTS dengan output 1 MWp memiliki nilai Capital Cost dan Net Present Cost yang paling rendah, dengan harga Cost of Energy di angka Rp 1.218,76 / kWh. Hasil analisa pengambilan keputusan dengan metode AHP-TOPSIS juga menunjukkan bahwa alternatif tersebut memiliki ranking tertinggi dari beberapa kriteria yang diajukan.

Electrical energy is an important need for society. However, in the current conditions on several small and isolated islands, the supply of electrical energy is still insufficient. One of them is Kotok Island in Kepulauan Seribu Regency, which has much potential to be developed into a tourist area in the north of Java Island. The use of diesel engines as the main power plant requires high operational and maintenance costs, so it is necessary to optimise the potential of energy sources by utilising new and renewable energy. By analysing every potential source of renewable energy, which includes solar energy and wind power, which will be connected in a hybrid system to the diesel power plant (PLTD). The simulation method using Homer software determines technical and economic feasibility studies to meet the criteria for building a new power plant using renewable energy sources. Analysis of decision-making to determine the best alternative using the MCDM (Multi Criteria Decision Making) technique and the combined method AHP-TOPSIS (Analytical Hierarchy Process - Technique for Order Preference by Similarity to Ideal Solution) based on several options for using renewable energy sources to be implemented in Kotok island. From the simulation results of the HOMER application, it was found that the alternative hybrid system combining 1 MW PLTD with PLTS with an output of 1 MWp had the lowest capital cost and net present cost values, with a cost of energy price of IDR 1,218.76 per kWh. The results of the analysis of decision-making using the AHP-TOPSIS method also show that this alternative has the highest ranking of several proposed criteria.
