Abstract

Indonesia sebagai negara kepulauan mengandalkan pipa bawah laut sebagai salah satu untuk memenuhi kebutuhan minyak dan gas dalam negeri. Pipa bawah laut yang sudah tidak digunakan harus harus dinonaktifkan, salah satu contohnya adalah pipa di Laut Jawa Barat yang telah tidak beroperasi selama 40 tahun. Perusahaan bertujuan untuk memasang pipa baru dengan rute yang sama yang sama di sebelah jalur pipa yang disebutkan di atas. Jalur pipa sebelumnya direncanakan akan dinonaktifkan dan penting untuk memberikan penilaian risiko selama proses tersebut. Selain itu, Laut Jawa Barat memiliki banyak anjungan minyak dan jaringan pipa di mana tumpahan minyak tumpahan minyak dapat menjadi bencana bagi pulau-pulau di sekitarnya, lingkungan, dan perusahaan. Penelitian ini bertujuan untuk memberikan penilaian risiko selama proses penonaktifan proses penonaktifan pipa bawah laut tua sesuai dengan DNV-RP-F107 dan melakukan Finite Element Analysis dan simulasi tumpahan minyak menggunakan ANSYS dan MIKE 21/3. Tumpahan minyak simulasi tumpahan minyak pada MIKE 21/3. Penelitian ini menghasilkan semua bahaya dalam kategori ALARP. Metode dispersan menghasilkan penghematan sebesar 352.232,72 USD dalam biaya pembersihan.

Indonesia being an archipelago country relies on subsea pipelines as one of the means to meet the domestic needs of oil and gas. Subsea pipelines that are not in use must be decommissioned, one example is the pipeline in the West Java Sea where it has been out of service for 40 years. The company aims to install a new pipeline with the same route next to the aforementioned pipeline. The previous pipeline is planned to be decommissioned and it is important to provide risk assessment during the process. Moreover, the West Java Sea contains plenty of oil rigs and pipelines where an oil spill incident can be catastrophic for the surrounding islands, the environment, and the company. This research aims to provide risk assessment during the decommissioning process of the old subsea pipeline following DNV-RP-F107 and conduct both Finite Element Analysis and Oil Spill simulation using ANSYS and MIKE 21/3. The oil spill simulation on MIKE 21/3. The research resulted in all hazards in ALARP category. The simulated oil spill released 27,097.84 Barrels of crude oil. The risk mitigation is for the oil spill cleanup strategy where mechanical and dispersant methods are compared for economical advantage. The dispersant method is resulted to save 352,232.72 USD in cleanup costs.
