Abstract

Desa Semare merupakan desa pesisir yang sangat berpotensi untuk dikembangkan menjadi tempat tujuan pariwisata. Namun dalam pengembangannya memiliki permasalahan peran masyarakat lokal dalam pengembangan wisata masih kurang dan juga tidak tersedia sarana penunjang bagi masyarakat untuk mengembangkan desa wisata. Disamping itu keadaan pandemi Covid-19 yang mengharuskan semua kegiatan wisata dilakukan sesuai dengan protokol kesehatan agar menjamin keselamatan wisatawan. Tujuan dari penelitian ini adalah berupaya membuat rumusan arahan pengembangan Desa Semare, Kabupaten Pasuruan sebagai Desa Wisata di Era New Normal.
Terdapat tiga sasaran dalam penelitian ini. Sasaran pertama adalah identifikasi karakteristik desa wisata di Desa Semare. Sasaran kedua identifikasi faktor-faktor dalam pengembangan Desa Wisata di Desa Semare. Kedua sasaran ini menggunakan data hasil wawancara baik secara langsung maupun tidak langsung bersama stakeholders terpilih, tahap ini diolah menggunakan metode content analysis (CA). Sasaran ketiga adalah merumuskan arahan pengembangan Desa Semare dengan menggunakan data hasil triangulasi yang diolah dengan metode deskriptif kualitatif.
Berdasarkan hasil analisis didapat tujuh indikator dan tiga belas variabel penelitian yang berpengaruh terhadap pengembangan Desa Wisata Semare. Arahan pengembangan Desa Semare sebagai desa wisata di Era New Normal dibagi menjadi dua yaitu spasial dan non-spasial. Arahan pengembangan secara spasial meliputi mensinergikan kegiatan pariwisata dengan pelestarian ekosistem, penganekaragaman jenis atraksi wisata buatan, pemenuhan fasilitas kebersihan, kesehatan, keselamatan, dan pengelolaan lingkungan, serta meningkatkan akomodasi yang khas sebagai fasilitas pendukung desa wisata. Arahan pengembangan secara non-spasial meliputi perluasan jaringan promosi, melakukan penyuluhan, pengoptimalan pera kelompok masyarakat, dan membangun koordinasi antara pemerintah dan kelompok masyarakat dengan peningkatan kapasitas lembaga desa wisata.

Semare Village is a coastal village that has the potential to be developed into a tourism destination. However, in its development, there are problems that the role of local communities in tourism development is still lacking and there are also no supporting facilities for the community to develop tourist villages. Besides that, the Covid-19 pandemic situation requires all tourism activities to be carried out in accordance with health protocols to ensure the safety of tourists. The purpose of this research is to try to formulate the direction of development of Semare Village, Pasuruan Regency as a Tourism Village in the New Normal Era.
There are three targets in this research. The first target is to identify the characteristics of tourist villages in Semare Village. The second target is to identify factors in the development of Tourism Villages in Semare Village. These two targets use data from interviews, both directly and indirectly with selected stakeholders, this stage is processed using the content analysis (CA) method. The third target is to formulate directions for the development of Semare Village by using triangulated data processed by qualitative descriptive methods.
Based on the results of the analysis obtained seven indicators and thirteen research variables that affect the development of the Semare Tourism Village. The direction of developing Semare Village as a tourist village in the New Normal Era is divided into two, namely spatial and non-spatial. The direction of spatial development includes synergizing tourism activities with ecosystem conservation, diversifying types of artificial tourist attractions, fulfilling hygiene, health, safety, and environmental management facilities, as well as increasing unique accommodations as supporting facilities for tourist villages. Non-spatial development directions include expanding promotional networks, conducting counseling, optimizing community group roles, and building coordination between the government and community groups by increasing the capacity of tourism village institutions.
