Abstract

Dalam implementasi manajemen portfolio proyek, Perusahaan A belum memiliki standarisasi yang baik serta perusahaan tersebut sedang mengalami kesulitan finansial. Pada data laporan kinerja yang diperoleh tidak terlihat kondisi perusahaan secara ringkas mengenai indikator seperti profitabilitas, posisi keuangan, dan lainnya. Pada penelitian ini, Perusahaan A memilki deviasi kinerja pada aspek realisasi terhadap perencanaan awal yang ditentukan. Deviasi ini menjadikan nilai awal perencanaan kurang relevan dan diperlukan perbaruan terhadap nilai penyelesaian berdasarkan kinerja proyek saat berlangsung. Tidak adanya standarisasi serta penyajian data kinerja laporan yang kurang efektif dan efisien ini memicu penulis untuk melakukan pengembangan manajemen portofolio proyek berdasarkan pendekatan ilmu manajemen proyek yaitu earned value. Setelah dilakukan wawancara, ditambahkan aspek at completion untuk diketahui update dari kinerja proyek sesuai dengan kondisi lapangan. Selain itu, didapati indikator kunci pengembangan model dengan earned value yaitu sumbu X sebagai cost deviation, sumbu Y sebagai integrasi CPI & SPI, dan sumbu Z sebagai rasio gross profit margin. Cost deviation melambangkan biaya perencanaan dan aktual, lalu integrasi CPI & SPI mengindikasikan efektivitas dan efisiensi biaya yang digunakan sedangkan gross profit margin merupakan indikator tambahan di luar earned value yang merepresentasikan keuntungan kotor yang diperoleh proyek tersebut. Model matriks yang sudah dibangun memberikan laporan kinerja multiproyek dalam perspektif yang berbeda secara keuangan maupun operasional. Penggunaannya pun disesuaikan dengan kebutuhan perusahaan, apabila membutuhkan perspektif yang mendalam pada suatu indikator dapat menggunakan ide matriks kondisi eksisting. Namun, apabila ingin mengetahui kinerja efektivitas dan efisiensi biaya dapat menggunakan matriks modifikasi dengan earned value yang dapat merepresentasikan kinerja operasional proyek tersebut.

Company A does not yet have good standardization in implementing project portfolio management, and the company is experiencing financial difficulties. The performance report data does not show the company's condition in brief regarding indicators such as profitability, financial position, etc. In this study, Company A has a performance deviation in the aspect of realization against the specified initial planning. This deviation makes the initial planning value irrelevant and requires an update based on ongoing performance. There is no standardization, and the presentation of report data that is less effective and efficient has triggered the authors to develop project portfolio management based on a project management science approach, namely earned value. After the interview, the completed aspect was added to determine the update of project performance according to field conditions. In addition, the critical indicators of model development with the values obtained are the X-axis as cost deviation, Y-axis as an integration of CPI & SPI, and Z-axis as gross profit margin ratio. Cost deviation of planning costs and actual costs, integration of CPI & SPI determine effectiveness and cost efficiency, and using gross profit margins are additional indicators beyond the earned value representing the profits obtained from the project. The matrix model that has been built provides multi project performance reports from different perspectives, both financially and operationally. Its use is also adjusted to the needs of the company. If an in-depth perspective on an indicator is needed, the companies can use the idea of an existing condition matrix. However, if the companies want to know the performance of cost-effectiveness and efficiency, they can use a modified matrix with the values obtained that can represent the project's operational performance
