Abstract

Stasiun pengisian kendaraan listrik (SPKL) merupakan salah satu komponen penting dalam berkembangnya ekosistem Electric Vehicle di Indonesia. Sebuah survei yang dilakukan oleh salah satu lembaga konsultan di Indonesia yaitu PricewaterhouseCoopers (PWC) menyatakan bahwa tantangan perkembangan ekosistem electric vehicle merupakan jumlah dan persebaran charging station yang masih kurang memadai. Percepatan program pembangunan infrastruktur telah resmi sejak dikeluarkannya Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 1 Tahun 2023 tentang Penyediaan Infrastruktur Pengisian Listrik untuk Kendaraan Bermotor Listrik Berbasis Baterai. Hasil simulasi awal menunjukkan bahwa pada tahun kesepuluh perbandingan antara charging station dengan electric vehicle (EV) telah mencapai angka 8,4%. Dari kondisi eksisting yang telah diketahui dilakukan pengembangan skenario perbaikan menggunakan software STELLA. Skenario perbaikan yang dikembangkan yaitu (1) menurunkan besaran pajak bagi EV, (2) menggunakan teknologi fast charging, serta (3) pemerataan persebaran SPKL. Dari ketiga skenario yang dikembangkan diketahui skenario menggunakan teknologi fast charging menjadi skenario terbaik karena telah meningkatkan perbandingan charging station dan EV hingga 9,8% yang lebih tinggi dari pada skenario lain serta keuntungan yang lebih besar dari biaya investasi. Maka dari itu pemerintah Indonesia dapat lebih fokus dalam mengembangkan teknologi fast charging pada SPKL untuk mempercepat ketersediaan infrastruktur pengisian listrik bagi EV.

Electric vehicle charging stations (EVCS) are one of the important components in the development of the Electric Vehicle ecosystem in Indonesia. A survey conducted by a consulting agency in Indonesia, PricewaterhouseCoopers (PWC), stated that the challenge in the development of the electric vehicle ecosystem is the number and distribution of charging stations which are still inadequate. The acceleration of infrastructure development programs has been officially initiated since the issuance of the Minister of Energy and Mineral Resources Regulation Number 1 of 2023 regarding the Provision of Electric Charging Infrastructure for Battery-Based Electric Motor Vehicles. Initial simulation results show that by the tenth year, the ratio between charging stations and electric vehicle (EVs) has reached 8,4%. From the known existing conditions, development of improvement scenarios was carried out using STELLA software. The developed improvement scenarios are (1) reducing tax rates for EVs, (2) using fast charging technology, and (3) equal distribution of EVCS. Of the three developed scenarios, it is known that the scenario using fast charging technology is the best scenario because it has increased the ratio of charging stations to EVs to 9,8%, which is higher than other scenarios and offers greater benefits than investment costs. Therefore, the Indonesian government can focus more on developing fast charging technology at EVCS to accelerate the availability of electric charging infrastructure for EVs.
