Abstract
Pertumbuhan signifikan penggunaan motor listrik di Indonesia memunculkan tantangan bagi produsen lokal untuk meningkatkan daya saing mereka. Salah satunya adalah PT X, perusahaan motor listrik terafiliasi dengan BUMN, yang menghadapi berbagai kendala dalam manajemen rantai pasoknya. Untuk mengatasi tantangan yang terjadi di rantai pasok, perusahaan perlu melakukan manajemen risiko khususnya pada aktivitas rantai pasoknya. Namun, pada kenyataannya implementasi manajemen risiko di PT X masih belum optimal. Oleh karena itu, penelitian ini perlu dilakukan untuk membantu perusahaan mengidentifikasi risiko dalam rantai pasok dan menyusun urutan tindakan mitigasi yang sesuai dengan menggunakan metode supply chain operations reference (SCOR), interpretive structural modelling (ISM), serta house of risk (HOR) . Pada penelitian ini akan dilakukan pemetaan aktivitas rantai pasok di PT X menggunakan model SCOR. Berdasarkan hasil pemetaan diketahui bahwa pada level 1 terdapat 6 proses utama, pada level 2 terdapat 9 kategorisasi proses dan pada level 3 terdapat 24 aktivitas rantai pasok. Selanjutnya hasil pemetaan tersebut akan diidentifikasi kejadian risikonya dan didapatkan 41 kejadian risiko. Kejadian risiko yang teridentifikasi ini akan ditentukan hubungan keterkaitannya dengan menggunakan ISM, dan berdasarkan hasil pengolahan diketahui terdapat 15 kejadian risiko kunci yang perlu di tindaklanjuti dengan HOR. Setelah melakukan analisis HOR dapat diketahui bahwa terdapat 15 penyebab risiko prioritas dari total 36 penyebab risiko yang perlu ditangani dan hasil identifikasi diketahui bahwa terdapat total 23 tindakan mitigasi yang sudah ditentukan prioritasnya berdasarkan kemampuan perusahaan. Sehingga penelitian ini diharapkan dapat memberikan kontribusi dalam meningkatkan kinerja PT X serta memungkinkan perusahaan untuk tetap bersaing di pasar yang semakin kompetitif.

The significant increase in the use of electric motorcycle in Indonesia poses a challenge for local manufacturers to improve their competitiveness. One of them is PT X, an electric motorcycle company affiliated with BUMN, which faces various barriers in its supply chain management. To cope with this, companies need to do risk management especially on their supply chain activities. However, in reality, the implementation of risk management in PT X is still not optimal. Therefore, this research needs to be conducted to help companies identify risks in the supply chain and develop an appropriate sequence of mitigation actions using the supply chain operations reference (SCOR), interpretive structural modelling (ISM), and house of risk (HOR) methods. In this study, supply chain activities at PT X will be mapped using the SCOR model. Based on the mapping results, it is known that at level 1 there are 6 main processes, at level 2 there are 7 process categorizations and at level 3 there are 24 supply chain activities. Furthermore, the results of the mapping will identify the risk events and 41 risk events will be obtained. The identified risk events will be determined by using ISM, and based on the results of the processing, it is known that there are 15 key risk events that need to be followed up with HOR. After conducting a HOR analysis, it can be found that there are 15 priority risk agents out of a total of 36 risk agents that need to be handled and the identification results show that there are 23 preventive actions that have been determined as priorities based on the company's capabilities. So this research is expected to contribute to improving PT X's performance and enable the company to remain competitive in an increasingly competitive market.
