Abstract
Keandalan Jaringan Tegangan Menengah (JTM) 20 kV adalah salah satu hal yang harus diperhatikan oleh PLN Ciputat. Data SAIDI (System Average Interruption Duration Index) dan SAIFI (System Average Interruption Frequency index) tahun 2023 menunjukkan komposisi JTM pada realisasi SAIDI dan SAIFI sebesar 74,1% dan 72,5% secara berurutan. Dari keseluruhan panjang JTM yang ada, sebanyak 98,96% merupakan jenis Saluran Kabel tanah Tegangan Menengah (SKTM), sehingga risiko terjadinya gangguan SKTM menjadi risiko utama proses distribusi tenaga listrik oleh PLN Ciputat. Pada penelitian ini dilakukan asesmen terhadap risiko terjadinya gangguan SKTM pada PLN Ciputat menggunakan metode bow tie. Asesmen dilakukan dalam 3 tahap. Pada tahap pertama dibentuk diagram bow tie berisi 10 penyebab risiko, 4 dampak risiko, dan 18 aktivitas pengendalian risiko. Pembentukan diagram melalui serangkaian proses berupa studi literatur atas text book dan penelitian sebelumnya, pelaksanaan online survey, wawancara, dan analisis data historis. Tahapan kedua adalah penentuan tingkat risiko. Tahap ini dimulai dengan melakukan perhitungan frekuensi kejadian setiap penyebab dan dampak risiko dengan temuan bahwa penyebab gangguan yang paling sering muncul berupa penuaan alami jaringan dengan frekuensi kejadian sebesar 0,352 dari seluruh kejadian gangguan serta dampak yang paling sering muncul adalah munculnya pengaduan dari pelanggan dengan frekuensi kejadian sebesar 0,933 dari seluruh kejadian gangguan. Proses selanjutnya adalah melakukan penilaian efektivitas risk control. Penilaian efektivitas dilakukan menggunakan 2 pendekatan, yaitu koefisien korelasi bila data tersedia dan penilaian melalui online survey. Hasil penilaian menunjukkan rata-rata skor efektivitas risk control sebesar 0,753 atau masih “kurang efektif”. Berdasarkan 2 perhitungan sebelumnya, nilai probability dan severity dapat dihitung dengan hasil sebesar 0,594 (kategori “Sedang”) untuk probability dan 0,646 (kategori “Signifikan”) untuk severity. Dengan memetakan kedua nilai ini ke dalam matriks risiko yang ada, didapatkan bahwa tingkat risiko berada pada kategori “Tinggi”. Pada tahap terakhir ditentukan prioritas perbaikan risiko dengan hasil terdapat 7 risk control yang pelaksanaannya tidak efektif sehingga perlu segera dievaluasi dan ditindaklanjuti perbaikannya. Selain itu, pada tahap terakhir ini juga dilakukan perhitungan nilai risiko menggunakan metode Value at Risk, dengan nilai sebesar Rp 24.148.399 per bulan.

The reliability of PLN Ciputat's 20 kV Medium Voltage Network (MVN) is a crucial aspect that requires attention. Data for the year 2023 shows that the SAIDI (System Average Interruption Duration Index) and SAIFI (System Average Interruption Frequency Index) composition of MVN regarding realization is 74.1% and 72.5% respectively. Medium Voltage Underground Cable Network (MVUCN) make up 98.96% of the total length of MVN, making the risk of MVUCN disruption the primary concern in PLN Ciputat's electricity distribution process. In this study, a risk assessment of SKTM disturbances at PLN Ciputat was conducted using the bow tie method, which involved three stages. In the first stage, a bow tie diagram included 10 risk causes, 4 risk consequences, and 18 risk control activities. The diagram was formed through a series of processes, including a literature review of textbooks and previous studies, online survey, interview, and historical data analysis. The second stage involved determining the risk level. This began with calculating the frequency of occurrences of each risk cause and consequence. The findings revealed that the most common cause of disturbances was the natural aging of the network, with an occurrence frequency of 0.352, and the most common consequence was customer complaints, with an occurrence frequency of 0.933. The next step was to assess the effectiveness of risk control. This was done using two approaches: correlation coefficient when data is available and assessment through online surveys. The assessment results showed an average risk control effectiveness score of 0.753, indicating that it was still "less effective". Based on the two previous calculations, the probability and severity values were calculated, resulting in a probability value of 0.594 ("Medium" category) and a severity value of 0.646 ("Significant" category). By mapping these two values into the existing risk matrix, it was found that the risk level is in the "High" category. In the final stage, risk improvement priorities were determined, which revealed that there are seven risk controls whose implementation is ineffective and needs immediate evaluation and follow-up for improvement. In this final stage, the risk value was calculated using the Value at Risk method, with a value of IDR 24,148,399 per month.
