Abstract

Pemilihan moda transportasi merupakan kegiatan dalam sistem logistik yang dilakukan oleh suatu perusahaan dengan tujuan untuk mencapai biaya logistik minimum dengan tetap menjaga ketepatan waktu pengiriman. Kegiatan ini juga berlaku untuk perusahaan milik negara yang berfokus pada produk nutrisi tanaman dan solusi pertanian. Salah satu produk perusahaan tersebut adalah pupuk subsidi, yang diatur oleh Peraturan Menteri Perdagangan No. 4 Tahun 2023 mengenai jumlah distribusi di Gudang Lini 2 dan Lini 3, yang sebagian besar berada di Provinsi Jawa Timur dengan menggunakan moda transportasi truk untuk menjangkaunya. Namun, perusahaan tersebut menghadapi tantangan akibat penyesuaian harga BBM subsidi dan penerapan kebijakan Zero ODOL (Over Dimension Overload) oleh pemerintah. Oleh karena itu, perusahaan mempertimbangkan moda transportasi kereta api sebagai alternatif untuk mendistribusikan pupuk bersubsidi. Pendekatan optimasi mixed integer programming digunakan untuk menentukan moda transportasi yang digunakan beserta jumlahnya untuk mencapai biaya total minimum. Berdasarkan penelitian dan perhitungan yang telah dilakukan, diketahui bahwa apabila perusahaan tersebut menerapkan kebijakan memilih salah satu di antara kedua moda transportasi yang tersedia dalam aktivitas distribusi maka akan menghemat total biaya sebesar Rp39.621.247.120. Sementara itu apabila perusahaan tersebut mengombinasikan kedua moda transportasi yang tersedia menjadi transportasi multimoda, maka akan menghemat total biaya sebesar Rp40.855.425.450. Selain itu berdasarkan analisis sensitivitas yang dilakukan, diketahui bahwa biaya ongkos angkut truk merupakan parameter yang paling sensitif terhadap variable Keputusan dan total biaya.

The selection of transportation modes is an activity within the logistics system carried out by a company with the aim of achieving minimum logistics costs while maintaining timely delivery. This activity also applies to a state-owned company focused on plant nutrition products and agricultural solutions. One of the company's products is subsidized fertilizer, which is regulated by the Ministry of Trade Regulation No. 4 of 2023 regarding the distribution quantity at Line 2 and Line 3 Warehouses, most of which are located in East Java Province using truck transportation. However, the company faces challenges due to adjustments in subsidized fuel prices and the implementation of the Zero ODOL (Over Dimension Overload) policy by the government. Therefore, the company is considering rail transportation as an alternative for distributing subsidized fertilizer. A mixed integer programming optimization approach is used to determine the transportation modes and their quantities to achieve the minimum total cost. Based on research and calculations, it is known that if the company applies the policy of choosing one of the two available transportation modes in distribution activities, it will save a total cost of IDR 39,621,247,120. Meanwhile, if the company combines the two available transportation modes into multimodal transportation, it will save a total cost of IDR 40,855,425,450. Additionally, based on sensitivity analysis, it is known that truck transportation costs are the most sensitive parameter to decision variables and total costs.
