Abstract

Indonesia is committed to achieving a 24% renewable energy mix by 2025. To reach this target, the Indonesian government has planned the development of PV at Rote Island with a capacity of 3.2 MWP. This research analyses the challenges faced in integrating RE into Rote Island's electrical distribution network. The increased use of RE has created operational uncertainties and technical difficulties, particularly in relation to frequency volatility and grid stability. The electrical system model used in this study is the 20 kV distribution system at Rote Island. The analysis will be conducted using the DigSilent PowerFactory 2023, which is used to understand the impact of PLTS integration and the potential of BESS in maintaining the reliability and stability of the Rote Island electrical power system. The result of the research concluded that the integration of photovoltaic (PV) systems into Rote Island enhances the frequency response during generator-side disturbances due to the diversification of the generation profile. However, disturbances affecting the PV side result in poorer system response as PV penetration increases. Optimal PV penetration is identified at 30%, with potential for further increase through the installation of Battery Energy Storage Systems (BESS). BESS addresses minimum generator operation constraints. It enhances frequency nadir and reduces RoCoF during disturbances, providing necessary reserves for nighttime contingencies and ensuring load demands are met. Thus, the combined use of PV systems and BESS facilitates higher PV penetration and substantial improvements in system stability and frequency response.
