Abstract

PT X adalah industri manufaktur kesehatan di Indonesia yang menyediakan dukungan peralatan medis di rumah sakit. Permintaan alat kesehatan bagi pelanggan dan pelaku bisins mengalami fluktuasi. Oleh karena itu, perusahaan harus memastikan bahwa sistem pengukuran kinerja dapat mengukur setiap aspek aktivitas perusahaan. Namun, Sistem Manajemen Mutu tidak mencantumkan prioritas, hanya memuat sasaran mutu secara umum, dan kurang mampu digunakan sebagai pedoman pengambilan keputusan. Penelitian ini menyajikan rancangan sistem pengukuran kinerja PT X dengan menggunakan metodologi Balanced Scorecard (BSC) untuk mendukung perusahaan secara efektif dalam menjaga kinerja organisasi. Balanced Scorecard memberikan kerangka terstruktur yang menciptakan sistem kinerja dengan tujuan strategis di empat perspektif penting seperti keuangan, pelanggan, proses internal bisnis, serta pembelajaran dan pertumbuhan. Penerapan BSC dalam tulisan ini bertujuan untuk menciptakan keterkaitan antara penetapan tujuan dan pelaksanaannya, memastikan seluruh aktivitas organisasi selaras dengan sasaran mutu di PT X dengan pemetaan. Sistem pengukuran kinerja akan dibuat di tingkat korporat dan Departemen Operasional. KPI tingkat departemen sebanyak 34 KPI dan untuk tingkat departemen sebanyak 14 KPI. Uji coba pengukuran kinerja dengan menggunakan Traffic Light System diadakan untuk mengetahui kinerja perusahaan pada periode tertentu. Pada level korporasi, terdapat 6 KPI dengan indikator berwarna merah, 9 KPI dengan indikator berwarna kuning, dan 19 KPI dengan indikator berwarna hijau. Pada Departemen Operasional terdapat 2 KPI dengan indikator berwarna merah, 4 KPI dengan indikator berwarna kuning, dan 7 KPI dengan indikator berwarna hijau.

PT X is a healthcare manufacturing industry in Indonesia which provides medical equipment support in hospital. The demand for medical equipment is fluctuating for business and customers. Hence, companies must ensure that the performance measurement system can measure every aspect of the company’s activities. PT X has in general implemented Quality Management System based on the policy of ISO 9001:2015, ISO 13845:2016, CPAKB (Cara Pembuatan Alat Kesehatan yang Baik). However, the Quality Management System does not include priorities, only consists of general quality objectives, and lacks the ability to be utilized as a guide for decision-making. This paper presents the design of a performance measurement system for PT X using the Balanced Scorecard (BSC) methodology to effectively support the company in maintaining overall organization performance. The Balanced Scorecard provides a structured framework that creates performance metrics with strategic objectives across four critical perspectives such as financial, customer, internal processes, and learning and growth. The implementation of the BSC in this paper aims to create the connection between objectives determination and execution, ensuring that all organizational activities are aligned with the quality objectives in PT X with mapping. The performance measurement system will be created in the corporate level and Operational Department. The KPI for department level is 34 KPIs and for department level is 14 KPIs. The performance measurement trial using Traffic Light System is established to determine the company’s performance over certain periods. In corporate level, there are 6 KPI with red indicator, 9 KPI with yellow indicator, and 19 KPI with green indicator. In the Operational Department, there are 2 KPI with red indicator, 4 KPI with yellow indicator, and 7 KPI with green indicator.
