Abstract
Kesadaran terhadap keselamatan di lingkungan kerja masih belum mengalami peningkatan signifikan di kalangan masyarakat dan pelaku industri di Indonesia. Keselamatan dan Kesehatan Kerja (K3) bukan hanya kebutuhan industri semata, namun K3 juga sangat penting bagi perguruan tinggi, terutama dalam konteks praktik pembelajaran. Institut Teknologi Sepuluh Nopember (ITS), sebagai salah satu perguruan tinggi negeri di Indonesia yang terletak di kota Surabaya, telah memperkerjakan sebanyak 1086 tenaga kependidikan dan 1031 dosen. Penerapan 5S+S di setiap unit dan non-unit di ITS juga tertuang dalam Sistem Manajemen Kesehatan dan Keselamatan Kerja (SMK3) ITS dan surat keputusan rektor Institut Teknologi Sepuluh Nopember Surabaya Nomor 449/IT2/T/HK.00.01/2022, yang menyatakan harus adanya "penilaian 5S+S" pada tingkat penerapan K3 dengan nomor dokumen F-ITS-SMK3-06-01. Oleh karena itu, untuk melindungi para pekerjanya dari kecelakaan kerja, diperlukan peningkatan budaya 5S+S (Seiri, Seiton, Seiso, Seiketsu, Shitsuke, dan Safety) sebagai salah satu aspek utama untuk mencegah terjadinya kecelakaan kerja. Penelitisn ini ditujukan untuk mendapatkan solusi improvement dalam hal penerapan budaya 5S+S melalui rangkaian tahapan pendekatan design thinking approach. Membangun budaya 5S+S yang kuat di lingkungan ITS akan membantu menciptakan lingkungan kerja yang lebih aman, tertata, dan efisien, mendukung aktivitas akademik yang produktif serta berkualitas, dan meningkatkan kesadaran akan pentingnya keselamatan dan kesehatan kerja di antara seluruh tenaga kependidikan dan dosen. Pada penelitian ini terdapat 4 tahapan dan 5 fase design thinking yang terdiri dari emphatize, define, ideation, prototyping, dan testing. Penentuan solusi improvement terkait peningkatan budaya 5S+S terletak pada fase protoyping. Berdasarkan hasil pada fase tersebut, rekomendasi untuk peningkatan budaya 5S+S meliputi Sistem Reward and Punishment, Mekanisme 5S+S Culture Talk dan Genba, Pelatihan Softskill dan Hardskill serta Benchmarking, Pengembangan checklist Penilaian 5S+S, dan Integrasi Sistem Penilaian5S+S.

In Indonesia, public and industry players are still relatively unaware about workplace safety. Occupational Safety and Health (K3) is not only required for industry, but it is also critical for universities, particularly in terms of learning processes. The Sepuluh Nopember Institute of Technology (ITS), one of Indonesia's state universities, is located in Surabaya and employs 1086 educational workers and 1031 lecturers. The implementation of 5S+S in every unit and non-unit at ITS is also contained in the ITS Occupational Health and Safety Management System (SMK3) and the Decree of the Chancellor of the Sepuluh Nopember Institute of Technology Surabaya Number 449/IT2/T/HK.00.01/2022, which states that there must be a "5S+S assessment" at the K3 implementation level with document number F-ITS-SMK3-06-01. To safeguard workers from workplace accidents, it is vital to improve the 5S+S culture (Seiri, Seiton, Seiso, Seiketsu, Shitsuke, and Safety) as one of the primary preventative measures. This study aims to find better ideas for applying the 5S+S culture through a number of design thinking processes. Building a strong 5S+S culture within the ITS environment will contribute to a safer, more organized, and efficient work environment, as well as supporting productive and high-quality academic activities and raising awareness of the importance of occupational safety and health among all education staff and lecturers. This study includes four and five steps of design thinking: empathize, define, ideation, prototype, and testing. The prototyping phase involves determining improvement options for the 5S+S culture. Based on the results of this phase, recommendations for improving the 5S+S culture include the Reward and Punishment System, Integration of the 5S+S Culture Talk and Genba Mechanisms, Softskill and Hardskill Training, Development of the 5S+S Assessment checklist, and Integration of the 5S+S Assessment System.
