Abstract
Industri merupakan salah satu sektor yang berperan dalam kemajuan ekonomi suatu negara. Dalam rangka optimalisasi potensi pengembangan wilayah, Kabupaten Lumajang perlu memusatkan perhatian pada sektor industri untuk mempercepat pertumbuhan dan pemerataan wilayah. Salah satu wilayah yang perlu dikembangkan sektor industrinya adalah BWP Lumajang. Tujuan penelitian ini adalah menghitung potensi lahan dan prioritas lokasi dalam pengembangan kawasan industri di BWP Lumajang. Metode yang digunakan dalam penelitian ini adalah metode Analytical Hierarchy Process (AHP) berbasis Sistem Informasi Geografis (SIG) dimana dilakukan pembobotan yang menjadi acuan dalam penentuan lokasi kawasan industri. Adapun kriteria dan sub-kriteria yang digunakan antara lain parameter fisik (kemiringan lereng, penggunaan lahan, jenis tanah) dan kedekatan (jarak terhadap jalan utama, jarak terhadap sungai, dan jarak terhadap gardu jaringan listrik). Hasil yang diperoleh dari penelitian ini adalah peta potensi lahan kawasan industri BWP Lumajang dengan 5 kelas kesesuaian yaitu sangat sesuai (S1) sebesar 32,223 ha (0,9 %), sesuai (S2) sebesar 697,369 ha (19,9%), cukup sesuai (S3) sebesar 1.655,304 ha (47,1%), tidak sesuai (N1) sebesar 1.106,143 ha (31,5%), dan sangat tidak sesuai (N2) sebesar 21,300 ha (0,6%), dengan Kelurahan Tompokersan sebagai kelurahan/desa yang sesuai dan diprioritaskan untuk pengembangan kawasan industri, serta Desa Bodoyudo sebagai kelurahan/desa yang tidak sesuai dan tidak diprioritaskan untuk pengembangan kawasan industri. Diperoleh juga peta perbandingan prioritas lokasi pengembangan kawasan industri terhadap kondisi eksisiting yang telah divalidasi dengan besar nilai akurasi 90,77% yaitu pada tingkat sangat sesuai (S1) didominasi penggunaan eksisting pekarangan sebesar 15,068 ha (46,743%) dan tidak ada industri eksisting. Pada tingkat sesuai (S2) didominasi penggunaan eksisting pekarangan sebesar 298,948 ha (42,868%) dan kawasan industri eksisting sebesar 3,412 ha (0,489%). Sedangkan, pada tingkat cukup sesuai (S3) didominasi penggunaan eksisting sawah sebesar 732,714 ha (44,285%) dan kawasan industri eksisting sebesar 2,704 ha (0,163%). Industry is one of the sectors that plays a role in the economic progress of a country. In order to optimize regional development potential, Lumajang Regency needs to focus on the industrial sector to accelerate regional growth and equality. One area whose industrial sector needs to be developed is BWP Lumajang. The aim of this research is to calculate land potential and location priorities in developing industrial areas in BWP Lumajang. The method used in this research is the Analytical Hierarchy Process (AHP) method based on Geographic Information Systems (GIS) where weighting is carried out which becomes a reference in determining the location of industrial areas. The criteria and sub-criteria used include physical parameters (slope slope, land use, soil type) and proximity (distance to main roads, distance to rivers, and distance to power grid substations). The results obtained from this research are a map of the land potential of the Lumajang BWP industrial area with 5 suitability classes, namely very suitable (S1) at 32,223 ha (0.9%), suitable (S2) at 697,369 ha (19.9%), quite suitable (S3) of 1,655,304 ha (47.1%), unsuitable (N1) of 1,106,143 ha (31.5%), and very unsuitable (N2) of 21,300 ha (0.6%), with Tompokersan Village is a sub-district/village that is suitable and prioritized for the development of industrial areas, and Bodoyudo Village is a sub-district/village that is not suitable and is not prioritized for industrial area development. A comparison map of priority locations for industrial area development with existing conditions was also obtained which has been validated with an accuracy value of 90.77%, namely at the very suitable level (S1) dominated by the use of existing yards of 15,068 ha (46.743%) and no existing industry. At the appropriate level (S2), the use of existing yards is dominated by 298,948 ha (42.868%) and existing industrial areas by 3,412 ha (0.489%). Meanwhile, at the quite appropriate level (S3) the use of existing rice fields is dominated by 732,714 ha (44.285%) and existing industrial areas are 2,704 ha (0.163%). Apart from that, the resulting land area that still has potential other than industrial use in the RDTR is 2,362,693 things.
