Abstract

Program Pendaftaran Tanah Sistematis Lengkap (PTSL) dilaksanakan mulai Tahun 2017 oleh Kementrian Agraria dan Tata Ruang/Badan Pertanahan Negara (ATR/BPN). Dalam program tersebut, Kantor Pertanahan bertugas mendaftarkan kepemilikan seluruh bidang tanah di Indonesia dengan hasil yang diharapkan merupakan peta yang dapat digunakan untuk penerbitan surat tanah. Namun, hasil yang diperoleh belum sesuai dengan harapan. Beberapa permasalahan yang ditemukan dan perlu segera diselesaikan antara lain keberadaan celah (gap) dan pertampalan (overlap) antar bidang pada peta pendaftaran. Tulisan ini fokus pada identifikasi dan klasifikasi gap dan overlap tersebut. Adapun metode yang digunakan adalah melakukan analisis secara spasial hubungan topologi antar bidang tanah, dengan 10 desa di wilayah kerja Kantor Pertanahan sebagai sampel studi kasus. Hasil studi kasus ini adalah 240 gap dan 149 overlap yang ditemukan pada 10 desa studi kasus, disajikan secara kartografi menggunakan visual variabel warna yang menunjukkan bidang tanah yang teridentifikasi memiliki gap dan overlap untuk mempermudah dan meningkatkan efektivitas penyampaian informasi secara spasial.

Complete System Land Registration (or known as PTSL) program was held since 2017 by Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (or ATRIBPN). In this program, Land Registration Office are tasked to register ownership of all land parcels in Indonesia, with a map that can be used on issuance of land deeds as the expected result. However, the current obtained result has not been in accordance to the expectation. Some of the problem found and required to be solved as soon as possible are the gap and overlap errors among the field data. This research focused identification and classification of those gap and overlaps. The method used for this research is spatial analysis of connection of topology between field data, with 10 villages in Land Registration Office work field as study case. Result of this study case is 240 gaps and 149 overlaps found among the 10 villages of study case, which then presented cartographically using color variables for visual indicator to show fields identified to be part of said gap and overlaps in order to facilitate and increase the efficiency of spatial information presentation.
