Abstract
Data BPS dan Sakernas tahun 2023 menunjukkan 86,63 juta dari 147,71 juta tenaga kerja di Indonesia (58,65%) tidak terdaftar dalam BPJS Ketenagakerjaan. Tenaga kerja yang tidak terdaftar dalam BPJS Ketenagakerjaan ini didominasi oleh pekerja sektor informal yang tidak memiliki suatu naungan dari program jaminan sosial. Hal ini menjadi fokus permasalahan yang sedang dihadapi pemerintah Indonesia saat ini dalam memberikan upaya jaminan sosial bagi seluruh masyarakat. Salah satu bentuk jaminan sosial ini adalah dana pensiun. Secara umum, dana pensiun dapat dibagi menjadi dua metode, yaitu Defined-contribution (DC) dan Defined-benefit (DB). Kedua metode ini memiliki kelemahan masing-masing, seperti metode Defined-contribution (DC) yang membebankan risiko investasi kepada peserta/pegawai kerja dana pensiun dan metode Defined-benefit (DB) yang membebankan risiko kepada perusahaan/pemberi kerja. Terdapat suatu metode yang mampu meminimalisasikan kelemahan dari kedua metode tersebut, yaitu metode Hybrid. Pada penelitian ini, dilakukan analisis untuk mengetahui biaya manfaat dana pensiun menggunakan metode Hybrid yaitu gabungan dari Defined-benefit dan Defined-contribution. Metode ini disebut dengan Defined-benefit Underpin Option yang akan digunakan dalam perhitungan dana pensiun pada para pekerja informal. Setelah dilakukan perbandingan, didapatkan metode Defined-benefit Underpin Option dengan accrual rate (α) 1% dan kontribusi peserta (c) 5% menghasilkan biaya manfaat pensiun Peserta A atau biaya ditanggung pemerintah lebih kecil dibandingkan metode Defined-benefit. Selain itu, nilai replacement ratio menggunakan metode Defined-benefit Underpin Option sudah memenuhi standar minimum untuk dikatakan layak. Oleh karena itu, dapat disimpulkan metode Defined-benefit Underpin Option merupakan metode terbaik dalam memperhitungkan program dana pensiun bagi pekerja informal.

Based on data from the Indonesian Central Bureau of Statistics and the National Labor Force Survey in 2023, 86.63 million out of 147.71 million workers in Indonesia (58.65%) are not registered with BPJS Employment. Workers who are not registered in BPJS Employment are dominated by informal sector workers who do not have a shelter from social security programs. This is the focus of the problems currently being faced by the Indonesian government in trying to establish social security for the entire community. One form of social security is pension funds. In general, pension funds can be divided into two methods, namely Defined-contribution (DC) and Defined-benefit (DB). These two methods have their own weaknesses, so it is needed a method to minimize the weaknesses of the two methods, which is by using the Hybrid method or also known as the Defined-benefit Underpin Option. In this study, an analysis was conducted to determine the cost of pension fund benefits using the Defined-benefit Underpin Option method. After the comparison, it can be obtained that the Defined-benefit Underpin Option method with an accrual rate (α) of 1% and participant contributions (c) of 5% results in the cost of participant A's pension benefits or costs covered by the government is smaller than the Defined-benefit method. In addition, the replacement ratio value using the Defined-benefit Underpin Option method has met the minimum standard so that it can be said to be viable. Therefore, it can be concluded that the Defined-benefit Underpin Option method is the best method in calculating pension fund programs for informal workers.
