Abstract

Bongkar muat kapal adalah proses pemindahan barang dari kapal ke darat (bongkar) dan dari darat ke kapal (muat) di pelabuhan. Analisis dan manajemen risiko merupakan aspek penting dalam operasi bongkar muat kapal, terutama ketika menggunakan container crane. Pada tugas akhir ini akan dilakukan analisis risiko menggunakan 3 metode yang berbeda, yaitu Hazard and Operability Study (HAZOP), Fault Tree Analysis, dan Bowtie Analysis. Pada metode HAZOP dilakukan analisis dari 11 identifikasi risiko sehingga diperoleh risiko dominan. Penggunaan Fault Tree Analysis (FTA) dalam penelitian ini digunakan untuk mencari nilai probabilitas pada setiap akar-akar masalah dari tiga risiko dominan penyebab kecelakaan terjadi. Hasil perhitungan probabilitas dengan metode FTA diketahui penyebab dari petikemas
terjatuh dengan nilai probabilitas tertinggi yakni kapal tidak stabil dengan nilai sebesar 0,0038799458. Setelah mendapatkan risiko dominan dan nilai probabilitas, penelitian dilanjutkan dengan metode bowtie analysis guna menentukan pengendalian risiko. Dari tiga risiko dominan tersebut, didapatkan langkah pengendalian diantaranya adalah membuat sistem pemutus arus di area terbatas yang mudah dijangkau, hanya memperkerjakan operator yang telah tersertifikasi, dan monitoring cuaca dan penghentian operasi saat cuaca buruk.

Ship loading and unloading is the process of moving goods from ship to land (unloading) and from land to ship (loading) at the port. Risk analysis and management is an aspect important in ship loading and unloading operations, especially when using container cranes. In this final assignment, risk analysis will be carried out using 3 different methods, namely Hazard and Operability Study (HAZOP), Fault Tree Analysis, and Bowtie Analysis. In the HAZOP method, an analysis of 11 risk identifications is carried out to obtain the dominant risk. The use of Fault Tree Analysis (FTA) in this research is used to find the probability value for each root problem of the three dominant risks that cause accidents to occur. The results of probability calculations using the FTA method reveal the cause of the container
falls with the highest probability value, namely the ship is unstable with a value of 0.0038799458. After obtaining the dominant risk and probability values, the research continued with the bowtie analysis method to determine risk control. Of the three dominant risks, control measures were obtained, including creating a circuit breaker system in a limited area that is easy to reach, employing only certified operators, and monitoring the weather and stopping operations during bad weather.
