Abstract

Kota Surabaya merupakan pusat perekonomian Provinsi Jawa Timur. Hal tersebut menyebabkan aktivitas di kota ini menjadi padat dan volume pergerakan manusia juga meningkat. Menurut Badan Pusat Statistik Provinsi Jawa Timur, sebanyak 12,66% jumlah kendaraan di Jawa Timur berasal dari Kota Surabaya dan merupakan persentase tertinggi di Provinsi Jawa Timur. Tingginya volume kendaraan ini akibat dari kecenderungan penduduk Kota Surabaya menggunakan transportasi pribadi untuk melakukan kegiatan rutinitas. Salah satu bentuk upaya Pemerintah Kota Surabaya dalam menangani kemacetan adalah menyediakan moda transportasi publik yaitu Suroboyo Bus. Untuk mengoptimalkan penggunaan Suroboyo Bus, pengembangan Transit Oriented Development (TOD) perlu dilakukan. Transit Oriented Development (TOD) merupakan konsep pengembangan sebuah kota dimana berbagai aktivitas fungsional berpusat di kawasan sekitar titik transit pada radius yang dapat dijangkau oleh pejalan kaki. Penelitian ini dilakukan untuk merencanakan lokasi halte Suroboyo Bus yang meliputi analisis kawasan berpotensi sebagai TOD di Kota Surabaya menggunakan Analytical Hierarchy Process (AHP), perencanaan halte rekomendasi pada kawasan yang berpotensi sebagai TOD tersebut, dan analisis jangkauan pada halte eksisting Suroboyo Bus menggunakan Network Analysis. Hasil dari penelitian ini adalah kawasan berpotensi tinggi sebagai TOD di Kota Surabaya berada di kelurahan Kemayoran, Krembangan Selatan, Bongkaran, Gundih, Jepara, Alun – alun Contong, Bubutan, Kedungdoro, Genteng, Peneleh, Embong Kaliasin, Tegalsari, Wonokromo, dan Jagir. Rekomendasi perencanaan halte dilakukan pada 2 lokasi yang berada di Jalan Embong Malang dimana belum terdapat halte eksisting dan penambahan 1 bus stop pada Jalan Wonokromo sebagai pemenuhan jangkauan area pelayanan Suroboyo Bus pada kawasan berpotensi tinggi sebagai TOD.

Surabaya City is the economic center of East Java Province. This causes activities in Surabaya City has become very busy and the volume of human movement also increases. According to the Central Bureau of Statistics of East Java Province, 12.66% of total vehicles in East Java came from Surabaya City that is the highest percentage in East Java Province. The high volume of vehicles is due to the tendency of Surabaya residents to use private transportation rather than public transportation for routine activities. One of the Surabaya City Government's attempts in dealing with congestion is to provide a public transportation mode, namely Suroboyo Bus. To optimize the use of Suroboyo Bus, Transit Oriented Development (TOD) required to be developed. Transit-Oriented Development (TOD) is a city development concept where various functional activities are centered in the area around the transit point within a radius that can be reached by pedestrians. This research aims to plan the location of Suroboyo Bus stops including analyzing potential TOD areas in Surabaya City using Analytical Hierarchy Process (AHP), planning bus stop recommendations in the potential TOD area, and analyzing the coverage of existing Suroboyo Bus stops using Network Analysis. The results of this research are TOD high potential areas in Surabaya City are at Kelurahan Kemayoran, Krembangan South, Bongkaran, Gundih, Jepara, Alun – alun Contong, Bubutan, Kedungdoro, Genteng, Fused, Embong Kaliasin, Tegalsari, Wonokromo, and Jagir. Recommendations for planning bus stops are made at 2 locations that located in Jalan Embong Malang where there is no existing bus stops and the addition of 1 bus stop on Jalan Wonokromo as fulfillment of the range of Suroboyo Bus service area in areas with high potential as TOD.
