Abstract
Indonesia merupakan negara dengan wilayah laut yang luas namun masih kurang dalam upaya pengawasan wilayahnya. Sehingga, masih sering terjadi aktivitas kapal illegal, unreported, and unregulated (IUU) baik transshipment ataupun fishing di wilayah laut Indonesia. Dengan demikian, penelitian ini dilakukan untuk membuat sistem pengambilan keputusan identifikasi kapal IUU transshipment dan fishing menggunakan Sistem Logika Fuzzy tipe 1. Sistem bekerja dengan mengidentifikasi pola anomali trayektori berbasis data Automatic Identification System (AIS) yang didapatkan dengan bantuan website marinetraffic.com, Marine Reliability and Safety Laboratory, dan Google Earth. Sistem pengambilan keputusan terdiri dari sub-sistem anomali, sub-sistem seleksi transshipment, subsistem keputusan transshipmet, sub-sistem keputusan fishing, dan sub-sistem pemilihan kapal patroli. Isolation Forest untuk deteksi anomali IUU fishing menghasilkan nilai akurasi 100%. Sedangkan, untuk deteksi anomali IUU transshipment menghasilkan nilai akurasi 100%. Sedangkan, metode SLF-1 untuk deteksi IUU transshipment pada sub-sistem seleksi menghasilkan output rata-rata 81% dan sub-sistem seleksi akurasi 88,145%. Sedangkan, pada deteksi IUU fishing menghasilkan akurasi 64,7%. Hasil sub-sistem pemilihan kapal patroli merekomendasikan kapal patroli tipe A Orca untuk setiap penanganan IUU transshipment dan fishing.

Indonesia is a country with vast maritime areas but still lacks efforts in monitoring its territory. As a result, illegal, unreported, and unregulated (IUU) activities, both transshipment and fishing, frequently occur in Indonesian waters. Therefore, this research was conducted to develop a decision-making system for identifying IUU transshipment and fishing vessels using Type 1 Fuzzy Logic System. The system works by identifying anomaly patterns in trajectories based on Automatic Identification System (AIS) data obtained from websites like marinetraffic.com, Marine Reliability and Safety Laboratory, and Google Earth. The decisionmaking system consists of an anomaly sub-system, transshipment selection sub-system, transshipment decision sub-system, fishing decision sub-system, and the selection sub-system for patrol vessels. The Isolation Forest for anomaly detection in IUU fishing achieved an accuracy of 100%. For anomaly detection in IUU transshipment, it also achieved an accuracy of 100%. Meanwhile, the SLF-1 method for detecting IUU transshipment in the selection subsystem resulted in an average output of 81% and a selection sub-system accuracy of 88.145%. For detecting IUU fishing, it achieved an accuracy of 64.7%. The patrol vessel selection subsystem recommended the Type A Orca patrol vessel for handling every IUU transshipment and fishing case.
