Abstract

Proyek pembangkit listrik mempunyai peranan penting dalam menyediakan dan menjaga keandalan sistem kelistrikan. Dalam pelaksanaannya, seperti proyek konstruksi lainnya, proyek pembangkit listrik sering mengalami masalah yaitu keterlambatan penyelesaian pekerjaan (time overrun) sehingga menyebabkan kerugian finansial dan proyek tidak selesai tepat waktu. Time Overrun adalah kelebihan waktu yang melampaui tanggal penyelesaian yang ditentukan dalam kontrak, atau melampaui tanggal yang disepakati para pihak untuk penyerahan proyek.
Proyek pembangunan pembangkit listrik terdiri dari kegiatan engineering, procurement, construction dan commissioning. Pemahaman terhadap penyebab keterlambatan proyek Pembangunan pembangkit listrik beserta mitigasi yang tepat mempunyai peranan penting dalam penyelesaian proyek. Penelitian ini bertujuan untuk menganalisis faktor penyebab time overrun proyek pembangkit listrik pada PLTU Timor. Penelitian yang dilaksanakan adalah penelitian kuantitatif yaitu dengan melakukan kuesioner. Data hasil kuesioner diolah dengan menggunakan Partial Least Square Structural Equation Modeling(PLS-SEM).
Hasil yang didapatkan pada penelitian ini bahwa ada 7 hipotesis penelitian dengan hasil sebanyak 2 hipotesis diterima dan 5 hipotesis ditolak. Faktor penyebab time overrun berdasarkan hipotesis diterima meliputi faktor eksternal (external related factors) dan faktor pemberi kerja (owner related factors). Berdasarkan temuan tersebut direkomendasikan solusi penyelesaian kepada manajemen meliputi skema pembuatan memorandum of understanding (MoU) dengan pihak stakeholder terkait perizinan yang ada, skema terkait prosedur kontrakual maupun teknis ketika terjadi unforeseen conditions, dan memastikan kualitas hasil pelaksanaan soil investigation.

Power plant projects are crucial for providing and protecting reliable power systems. Power plant projects, like other construction projects, often experience a problem of delayed completion of work known as time overrun, which can result in financial losses and project failure to be completed on time. This overtime period exceeds the completion date specified in the contract or the project submission date agreed between the parties.
Engineering, procurement, construction, and commissioning are all parts of the power plant construction project. In completing the project, it is essential to understand why the power plant construction project is delayed and how to properly mitigate risks. This study is quantitative, which means that a questionnaire was used. The aim of this study is to determine the reasons for the time overrun of the Timor power plant project. Partial Least Square Structural Equation Modeling (PLS-SEM) was used to process data from the questionnaire results.
The results of the research revealed seven research hypotheses, with two accepted and five rejected. The external, material, and owner-related factors are the time-overrun factors based on the accepted hypothesis. Based on the cause of the time overrun, mitigation measures can be recommended to management, including a memorandum of understanding (MoU) scheme with stakeholders related to existing permits, a scheme related to contractual and technical procedures when unforeseen conditions occur, and ensuring the quality of the results of the soil investigation.
