Abstract

Penangkapan ikan dan transshipment yang legal, tidak dilaporkan, dan tidak diatur (IUU) menimbulkan ancaman signifikan bagi sumber daya laut dan ekonomi. Penelitian ini bertujuan untuk mengevaluasi kinerja sistem identifikasi aktivitas IUU dengan menggunakan pendekatan Fuzzy Logic Tipe-2 dan untuk mengoptimalkan pemilihan kapal patroli oleh Kementerian Kelautan dan Perikanan (KKP) RI. Sistem ini mengintegrasikan data Sistem Identifikasi Otomatis (AIS) dan menggunakan metode deteksi canggih untuk mengidentifikasi anomali dalam lintasan kapal, yang menunjukkan potensi aktivitas IUU. Validasi sistem dilakukan dengan menggunakan data dunia nyata dari Laboratorium dan marinetraffic.com Keandalan dan Keselamatan Kelautan. Hasil penelitian menunjukkan tingkat keputusan berkisar antara 75,5% hingga 85,0377% dalam mengidentifikasi aktivitas IUU. Selain itu, algoritma seleksi kapal patroli KKP, berdasarkan kedekatan, kecepatan, dan waktu respons, terbukti efektif dalam memastikan intersepsi kapal yang dicurigai tepat waktu. Penelitian ini menyoroti kemampuan sistem untuk meningkatkan penegakan hukum maritim dengan memberikan identifikasi yang akurat dan andal dari kegiatan penangkapan ikan dan transshipment IUU, sehingga berkontribusi pada perlindungan sumber daya laut Indonesia. Pekerjaan di masa depan akan fokus pada mengintegrasikan sumber data tambahan dan menyempurnakan sistem untuk penerapan yang lebih luas.

This study aims to evaluate the performance of an IUU activity identification system using a Type-2 Fuzzy Logic approach and to optimize the selection of patrol vessels by the Indonesian Ministry of Marine Affairs and Fisheries (KKP). The system integrates Automatic Identification System (AIS) data and utilizes advanced detection methods to identify anomalies in vessel trajectories, indicating potential IUU activities. Validation of the system was conducted using real-world data from the Marine Reliability and Safety Laboratory and marinetraffic.com. The results demonstrated a decision rate ranging from 75.5% to 85.0377% in identifying IUU activities. Additionally, the selection algorithm for KKP patrol vessels, based on proximity, speed, and response time, proved effective in ensuring timely interception of suspected vessels. This research highlights the system's capability to enhance maritime law enforcement by providing accurate and reliable identification of IUU fishing and transshipment activities, thereby contributing to the protection of Indonesia's marine resources. Future work will focus on integrating additional data sources and refining the system for broader applicability.
