Abstract

Koperasi INTAKO di Kecamatan Tanggulangin, yang berdiri sejak 1976, merupakan entitas ekonomi dengan 352 anggota aktif yang berspesialisasi dalam produk kerajinan kulit. Namun, perjalanan INTAKO mengalami guncangan berat akibat bencana lumpur lapindo pada tahun 2006. Dampaknya sangat signifikan, meliputi penurunan penjualan hingga 80%. Berbagai upaya pemulihan telah dilakukan, termasuk pembukaan pasar wisata, penyelenggaraan Tanggulangin Fair, dan sebagainya. Upaya-upaya ini berhasil meningkatkan pendapatan INTAKO hingga 20%. Namun, ketika pemulihan mulai terlihat, INTAKO kembali dihadapkan pada tantangan baru berupa pandemi Covid-19. Pandemi Covid-19 pada tahun 2019-2020 mengakibatkan penurunan pendapatan hingga 90%, sehingga diperlukan upaya pengembangan Usaha Mikro, Kecil, dan Menengah (UMKM) dengan melibatkan berbagai pihak. Penelitian ini bertujuan mengidentifikasi permasalahan UMKM, mengetahui partisipasi masyarakat, serta menganalisis peran pemangku kepentingan dalam pengembangan UMKM di Koperasi INTAKO. Metode penelitian kualitatif dengan pendekatan fenomenologi digunakan, dengan penentuan informan menggunakan teknik purposive sampling. Pengumpulan data dilakukan melalui observasi, wawancara mendalam, dokumentasi, dan studi literatur. Analisis data dilakukan melalui reduksi data, penyajian data, dan menarik kesimpulan. Keabsahan data diuji melalui triangulasi sumber. Hasil penelitian menunjukkan bahwa pelaku UMKM di INTAKO menghadapi masalah internal dan eksternal, permasalahan internal meliputi penurunan jumlah pengunjung, produk kurang inovatif, lemahnya manajemen keuangan, pemasaran digital terhambat, penurunan tenaga kerja, rendahnya kesetiaan tenaga kerja, dan tenaga kerja kurang terampil. Permasalahan eksternal meliputi lokasi kurang strategis, terhambatnya akses modal, serta dampak bencana lumpur lapindo. Permasalahan utama adalah pemasaran digital yang terhambat. Strategi pengembangan UMKM memerlukan peningkatan partisipasi dalam pengambilan keputusan, pemantauan, dan evaluasi, serta keterlibatan pemangku kepentingan internal dan eksternal. Strategi pengembangan UMKM perlu melibatkan pemangku kepentingan internal seperti ketua koperasi, pengelola, dan pelaku UMKM, serta pemangku kepentingan eksternal seperti pemerintah, kementerian, lembaga keuangan, Kementerian terkait, universitas, media, dan konsumen. Dibutuhkan juga keterlibatan NGO, komunitas pemuda, komunitas seni kreatif, kelompok rentan, tokoh masyarakat, serta industri besar, sedang, dan kecil untuk mendukung pemberdayaan masyarakat, pengembangan kreativitas, dan inklusi sosial. Kolaborasi dan sinergi antar pemangku kepentingan ini menjadi kunci untuk menghadapi tantangan digitalisasi, peningkatan kualitas dan diferensiasi produk, serta promosi online-offline yang lebih efektif.

INTAKO Cooperative in Tanggulangin sub-district, established in 1976, is an economic entity with 352 active members specializing in leather craft products. However, INTAKO's journey was severely shaken by the Lapindo mud disaster in 2006. The impact was significant, involving an 80% drop in sales. Various recovery efforts were made, including the opening of tourist markets, organizing Tanggulangin Fair, and so on. These efforts succeeded in increasing INTAKO's revenue by 20%. However, just as the recovery began, INTAKO was faced with a new challenge in the form of the Covid-19 pandemic. The Covid-19 pandemic in 2019-2020 resulted in a decrease in revenue of up to 90%, so efforts to develop Micro, Small and Medium Enterprises (MSMEs) are needed by involving various parties. This research aims to identify MSME problems, determine community participation, and analyze the role of stakeholders in the development of MSMEs in the INTAKO Cooperative. A qualitative research method with a phenomenological approach was used, with the determination of informants using purposive sampling technique. Data collection was conducted through observation, in-depth interviews, documentation, and literature study. Data analysis was done through data reduction, data presentation, and drawing conclusions. Data validity was tested through source triangulation. The results showed that MSME players in INTAKO face internal and external problems, internal problems include a decrease in the number of visitors, less innovative products, weak financial management, hampered digital marketing, decreased labor, low labor loyalty, and unskilled labor. External problems include a less strategic location, obstructed access to capital, and the impact of the Lapindo mud disaster. The main problem is that digital marketing is hampered. MSME development strategies require increased participation in decision-making, monitoring, and evaluation, as well as the involvement of internal and external stakeholders. The MSME development strategy needs to involve internal stakeholders such as cooperative leaders, managers, and MSME actors, as well as external stakeholders such as government, ministries, financial institutions, relevant ministries, universities, media, and consumers. It also requires the involvement of NGOs, youth communities, creative arts communities, vulnerable groups, community leaders, and large, medium, and small industries to support community empowerment, creativity development, and social inclusion. Collaboration and synergy between these stakeholders is key to facing the challenges of digitalization, improving product quality and differentiation, and more effective online-offline promotion.
