Abstract

Penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) sangat penting bagi seluruh institusi pemerintah, termasuk juga rumah sakit yang bergerak di bidang kesehatan. Salah satu bentuk implementasi dari SPBE dibidang kesehatan adalah penerapan Sistem Informasi Manajemen Rumah Sakit (SIMRS). Penerapan SIMRS di RSUD dr. Abdul Rivai memiliki banyak tantangan khususnya dalam melakukan integrasi data pelayanan kesehatan. Proses bisnis yang tidak didefinisikan dengan baik menjadi masalah serius yang akhirnya menyebabkan menurunnya kualitas pelayanan, tidak efisien dan menyebabkan tidak optimalnya sumber daya yang tersedia. Pembangunan sistem aplikasi yang tidak direncanakan dengan baik juga mengakibatkan setiap aplikasi memiliki standar yang berbedabeda sehingga tidak mudah diintegrasikan baik dengan SIMRS maupun dengan aplikasi yang lain. Arsitektur tata kelola TI menjadi penting yang dapat menjelaskan dan mendeskripsikan integrasi proses bisnis, data dan informasi, infrastruktur, aplikasi, dan keamanan, sehingga masalah-masalah yang muncul diharapkan dapat terselesaikan serta harapannya dapat meningkatkan Indeks SPBE di RSUD dr. Abdul Rivai. Penelitian ini bertujuan untuk membuat rancangan arsitektur tata kelola TI dengan mempertimbangkan kondisi terkini sebagai gambaran awal yaitu melakukan evaluasi tingkat kematangan Sistem Pemerintahan Berbasis Elektronik (SPBE) dan survei persepsi stakeholder terhadap komponenkomponen domain arsitektur tata kelola Sistem Pemerintahan Berbasis Elektronik (SPBE) di RSUD dr. Abdul Rivai. Sampel penelitian berjumlah 125 responden yang terbagi dalam beberapa perspektif pemangku kepentingan yaitu manajemen rumah sakit, pengelola rumah sakit, baik tenaga medis maupun non medis, staff TI dan masyarakat. Hasil evaluasi tingkat kematangan Sistem Pemerintahan Berbasis Elektronik (SPBE) dan hasil survei persepsi stakeholder terhadap komponenkomponen domain arsitektur tata kelola Sistem Pemerintahan Berbasis Elektronik (SPBE) di RSUD dr. Abdul Rivai berada dalam posisi belum maksimal yaitu berada pada level predikat cukup. Penelitian ini memberikan gambaran rancangan arsitektur tata kelola TI berdasarkan kerangka kerja Sistem Pemerintahan Berbasis Elektronik (SPBE) yang mendefinisikan integrasi proses bisnis, data dan informasi, infrastruktur, aplikasi, layanan, dan keamanan.

The implementation of an Electronic-Based Government System (SPBE) is very important for all government institutions, including hospitals operating in the health sector. One form of implementation of SPBE in the health sector is the implementation of the Hospital Management Information System (SIMRS). Implementation of SIMRS at RSUD dr. Abdul Rivai has many challenges, especially in integrating health service data. Business processes that are not well defined become a serious problem which ultimately causes a decline in service quality, inefficiency and causes the available resources to be suboptimal. The development of application systems that are not well planned also results in each application having different standards so that it is not easily integrated either with SIMRS or with other applications. An IT governance architecture is important which can explain and describe the integration of business processes, data and information, infrastructure, applications and security, so that problems that arise can be resolved and hopefully can improve IT services at RSUD dr. Abdul Rivai. This research aims to create an IT governance architecture design by considering current conditions as a preliminary overview, namely evaluating the maturity level of the Electronic-Based Government System (SPBE) and surveying stakeholder perceptions of the components of the Electronic-Based Government System (SPBE) governance architecture domain in RSUD dr. Abdul Rivai. The research sample consisted of 125 respondents who were divided into several stakeholder perspectives, namely hospital management, hospital administrators, both medical and non-medical personnel, IT staff and the community. The results of the evaluation of the maturity level of the Electronic Based Government System (SPBE) and the results of the stakeholder perception survey regarding the components of the Electronic Based Government System (SPBE) governance architecture domain at RSUD dr. Abdul Rivai is in a not optimal position, namely at a sufficient predicate level. This research provides an overview of the IT governance architecture design based on the Electronic Based Government System (SPBE) framework which defines the integration of business processes, data and information, infrastructure, applications, services and security.
