Abstract

Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi telah menetapkan Indikator Kinerja Utama (IKU) melalui Keputusan Menteri Nomor 3/M/2021. Keputusan ini menjadi acuan untuk meningkatkan daya saing dan tata kelola berorientasi hasil di perguruan tinggi negeri. Namun, Universitas Maritim Raja Ali Haji (UMRAH) menghadapi tantangan dalam mencapai target IKU, dengan hanya satu dari delapan indikator yang terpenuhi dalam dua tahun terakhir. Terdapat banyak faktor yang mempengaruhi pencapaian IKU perguruan tinggi. Teknologi informasi (TI) adalah salah satu faktor yang berperan di dalamnya. Kegagalan dalam pengelolaan TI seperti proses bisnis yang tidak terdefinisi, rencana dan anggaran yang tidak akurat, serta infrastruktur dan layanan yang buruk memiliki dampak signifikan terhadap pencapaian tujuan organisasi. Penelitian ini bertujuan untuk mengevaluasi kondisi tata kelola teknologi informasi di UMRAH dan merancang kerangka tata kelola TI yang baru sebagai rekomendasi perbaikan. Metode pada kerangka kerja Control Obectives for Information and Related Technologies (COBIT) menjadi pilihan dalam menyelesaikan langkah-langkah penelitian ini. Melalui pemilihan Governance and Management Objectives (GMO) pada COBIT 2019, peneliti melakukan assessment dan berhasil mengidentifikasi kesenjangan dalam tata kelola TI, khususnya pada EDM01 dan EDM02. Hasil penilaian menunjukkan bahwa kapabilitas tata kelola TI di UMRAH berada pada level satu dari lima, dengan 90% aktivitas tata kelola pada EDM01 dan EDM02 belum terimplementasi. Berdasarkan hasil ini, penelitian ini mengusulkan rancangan tata kelola TI yang berfokus pada empat komponen utama COBIT: Proses, Aturan dan Prosedur, Struktur Organisasi, dan Pengembangan Sumber Daya Manusia, untuk mengurangi kesenjangan pada EDM01 dan EDM02. Rancangan ini diharapkan dapat memberikan rekomendasi strategis yang akan meningkatkan efektivitas kinerja di perguruan tinggi khususnya pada pengelolaan TI di UMRAH.

The Ministry of Education, Culture, Research, and Technology has established Main Performance Indicators (IKU), also called Key Performance Indicators (KPI), through Ministerial Decree Number 3/M/2021. This decision is a reference for increasing the competitiveness and results-oriented governance of state universities. However, Raja Ali Haji Maritime University (UMRAH) faces challenges in achieving its IKU target, with only one of the eight indicators met in the last two years. Many factors influence the achievement of IKU in higher education. Information technology (IT) is one of the factors involved. Failures in IT management, such as undefined business processes, inaccurate planning and budgeting, and poor infrastructure and services, have a significant impact on achieving organizational goals. This research aims to evaluate the condition of IT governance at UMRAH and develop a new IT governance design as a recommendation for improvement. A method based on the Control Objectives for Information and Associated Technologies (COBIT) framework was chosen to complete the steps of this research. Through the selection of Governance and Management Objectives (GMO) in COBIT 2019, researchers carried out an assessment and succeeded in identifying gaps in IT governance, especially in EDM01 and EDM02. The assessment results show that IT governance capabilities at UMRAH are at level one out of five, with 90% of governance activities in EDM01 and EDM02 not yet implemented. Based on these findings, this research proposes an IT governance design that focuses on the four main components of COBIT: process, policies and procedures, organizational structure, and human resources, to reduce the gap in EDM01 and EDM02. This design is expected to provide strategic recommendations that will increase the effectiveness of performance in higher education, especially in IT management at UMRAH.
