Abstract
Jaringan distribusi listrik di Indonesia rentan terhadap bahaya perubahan iklim, namun belum ada panduan penilaian risiko perubahan iklim secara komprehensif. Oleh karena itu, penelitian ini bertujuan untuk menyediakan analisis menyeluruh yang mencakup penilaian risiko, penyusunan adaptasi dan penilaian kelayakan ekonomi untuk membentuk sistem distribusi listrik berketahanan iklim. Penilaian risiko dilakukan terhadap 12 komponen terhadap berbagai bahaya akibat perubahan iklim di 35 kabupaten dan kota Jawa Tengah. Hasilnya menunjukan terdapat 850 risiko yang berada di luar batas selera risiko dan skenario perubahan iklim tidak mempengaruhi hasil akhir penilaian risiko akibat pendeknya jangka waktu proyeksi. Selanjutnya penyusunan opsi peningkatan adaptasi dilakukan untuk menurunkan tingkat risiko kemudian dievaluasi menggunakan Scenario-Based Cost Benefit Analysis. Berdasarkan evaluasi ini, teridentifikasi empat aksi adaptasi reaktif dan tujuh aksi adaptasi proaktif yang dapat diterapkan serta berpotensi meningkatkan keuntungan tahunan perusahaan. Penilaian kelayakan finansial dan keadaan pembiayaan perusahaan akan menentukan pengambilan keputusan opsi adaptasi yang diaplikasikan.

The electrical distribution network is prone to climate risk. However, complete guidelines for climate risk assessment are still lacking. Therefore, this study aims to provide a comprehensive analysis comprising climate risk assessment, adaptation identification, and adaptation assessment to establish a climate-resilient electrical distribution system. The risk assessment in this research was conducted on 12 components of the distribution network, considering various climate-related hazards in 35 districts and cities in Central Java. The results identified 850 risks that exceed the risk appetite thresholds, and the climate change scenarios did not affect the final risk assessment outcomes due to the short projection period. Subsequently, adaptation options were developed to reduce high-risk levels and were evaluated using Scenario-Based Cost Benefit Analysis. Based on this evaluation, four reactive adaptation actions and ten proactive adaptation actions were identified, which can be implemented and have the potential to increase the company's annual profits. The financial feasibility assessment and the company's financial status will determine the decision-making process for the adaptation options to be applied.
