Abstract

Skema pertahanan (defence scheme) merupakan serangkaian langkah yang diambil untuk melindungi sistem dari gangguan yang tidak diinginkan, seperti pemadaman listrik sebagian atau total yang disebabkan oleh gangguan eksternal. Salah satu bagian dari defence scheme adalah pelepasan beban. Pelepasan beban ini diatur untuk mengatasi penurunan frekuensi secara tiba-tiba akibat hilangnya pasokan daya sistem. Pelepasan beban dapat dilakukan secara manual maupun otomatis, hal ini bergantung kepada besar penurunan frekuensi yang terjadi pada sistem tenaga listrik. Semakin besar kelebihan beban yang terjadi maka semakin besar pula penurunan frekuensi yang terjadi. PT. Linde menaikkan supply PLN yang awalnya sebesar 20kv tidak dapat menanggung perubahan beban yang terjadi sehingga PT. Linde menambah langganan daya PLN menjadi 150kv, 35MVA. Dengan adanya perubahan ini, PT. Linde memiliki permintaan adanya dua jenis sistem load shedding baru pada sumber 150kv menggunakan pelepasan beban berbasis frekuensi lima langkah dan status. Perencanaan sistem load shedding dilakukan menggunakan mekanisme yang telah diberikan PT. LINDE dengan mempertimbangkan aliran daya dan beberapa studi kasus kestabilan transien dari sistem kelistrikan PT. LINDE sehingga diharapkan mampu memberi rekomendasi berupa data-data yang diperlukan untuk mengatur pola mekanisme defence scheme secara tepat sehingga dapat mengamankan sistem secara cepat dan kestabilan sistem kelistrikan di PT. LINDE tidak terganggu. Pada tugas akhir ini dilakukan analisis kestabilan transien dan koordinasi proteksi. Analisis kestabilan transien yang dilakukan berupa short circuit 150 kV PLN dan PLN outage, sedangkan koordinasi proteksi yang dilakukan berupa setting lima jenis relay untuk mengamankan gangguan short circuit 150 kV PLN dan PLN outage. Berdasarkan seluruh skenario yang dijalankan, skema pelepasan beban yang sesuai dengan permintaan PT. Linde mampu mengatasi seluruh gangguan eksternal. Penyempurnaan skema pelepasan beban yang dirancang pada sistem mampu memberikan hasil yang lebih optimal dalam menangani gangguan dibandingkan dengan skema pelepasan beban yang sesuai dengan permintaan PT. Linde.

The defense scheme is a series of measures taken to protect the system from unwanted disturbances, such as partial or total power outages caused by external disruptions. One part of the defense scheme is load shedding. Load shedding is regulated to address a sudden drop in frequency due to the loss of power supply in the system. Load shedding can be done manually or automatically, depending on the magnitude of the frequency drop in the electrical system. The greater the overload, the larger the frequency drop that occurs. PT. Linde increased the PLN supply, which was initially 20kV, but it could not handle the load changes, so PT. Linde increased the PLN subscription to 150kV, 35MVA. With this change, PT. Linde requested two types of new load shedding systems on the 150kV source using five-step frequency-based load shedding and status-based load shedding. The load shedding system planning was carried out using the mechanisms provided by PT. LINDE, considering power flow and several transient stability case studies of PT. LINDE's electrical system, with the expectation of providing recommendations in the form of necessary data to accurately set the defense scheme mechanism pattern to quickly secure the system and maintain the stability of PT. LINDE's electrical system. In this final project, transient stability analysis and protection coordination were conducted. The transient stability analysis included a 150kV PLN short circuit and PLN outage, while the protection coordination involved setting five types of relays to secure the 150kV PLN short circuit and PLN outage disturbances. Based on all the scenarios run, the load shedding scheme requested by PT. Linde can handle all external disturbances. The refinement of the load shedding scheme designed in the system can provide more optimal results in dealing with disturbances compared to the load shedding scheme requested by PT. Linde.
