Abstract
Tujuan dari penelitian ini adalah untuk mengembangkan suatu program yang dapat meningkatkan volume tinja yang masuk ke IPLT di Kabupaten Lamongan, Jawa Timur. Bagian dari upaya untuk meningkatkan sanitasi dan kesehatan lingkungan adalah program ini, yang juga mendukung bagian dari upaya tersebut dan mendukung keberlanjutan pengelolaan limbah domestik di wilayah tersebut. Penelitian ini mengevaluasi elemen teknis, sosial, dan ekonomi IPLT. Kemudian, itu menemukan masalah utama yang dihadapi IPLT dan mengembangkan solusi yang berguna untuk menyelesaikannya. Analisis kondisi eksisiting IPLT, wawancara dengan pemangku kepentingan dan masyarakat, dan penggunaan NCSS/regresi logistik adalah semua bagian dari penelitian ini. Selanjutnya, penyusunan program alternatif dilakukan, yang dianalisis menggunakan AHP multi-level oleh pemerintah, pengelola IPLT, dan masyarakat. Evaluasi kapasitas dan kondisi fisik IPLT dan pengadaan armada pengangkut tinja yang memadai adalah komponen teknis. Aspek sosial masyarakat menekankan peningkatan kesadaran dan partisipasi masyarakat melalui kampanye sanitasi dan edukasi. Skema pembiayaan yang berkelanjutan dan penetapan tarif retribusi yang adil adalah aspek ekonomi. Hasil analisis regresi logistik menemukan komponen penting yang mempengaruhi volume tinja yang rendah yang masuk ke IPLT. Selanjutnya, strategi peningkatan diprioritaskan AHP yang terintegrasi dengan konsep ekonomi sirkuler. Dari hasil perhitungan laju produksi lumpur tinjaI, rata-rata bulanan buangan seluruh penduduk mencapai 663,8 m^3/hari / 33,19 IPLT. Pada enam kecamatan random sampling, debit rata-rata bulanan adalah 161,9 m^3/hari / memerlukan 8 IPLT. Kapasitas rencana IPLT 20 m^3/hari, hasil perhitungan kapasitas truk tinja 16 m^3/hari, sisa kapasitas total 4 m^3; dapat ditambah truk dengan kapasitas muatan 2 m^3. Pada hasil analisis menggunakan NCSS/regresi logistik, tinggi lahan mempunyai koefisien positif (3,5318) dengan odds ratio (34,18547) lebih besar dari 1. Jenis tanah memiliki permeabilitas yang lebih rendah, sehingga air limbah lebih sulit meresap ke dalam tanah dan perlu disedot lebih sering. Hasil analisis menggunakan NCSS/regresi logistik untuk aspek sosial, koefisien pendapatan positif (0,03151) dengan odds ratio (1,03201) lebih besar dari 1, penghasilan tinggi memiliki gaya hidup yang menghasilkan limbah padat lebih banyak, sehingga frekuensi sedot tinja meningkat. Program yang diprioritaskan adalah hasil Analytical Hierarchy Process (AHP), peningkatan kapasitas dan perencanaan IPLT, pendidikan masyarakat, penerapan retribusi yang efektif dan pengelolaan limbah yang baik. Audiens terbesar berpartisipasi dalam pelaksanaan program (65,1%) masyarakat, diikuti oleh pemerintah (27,9%) dan anggota IPLT (7%)

The purpose of this study was to develop a program that can increase the volume of feces entering the wastewater treatment plant in Lamongan Regency, East Java. Part of the effort to improve sanitation and environmental health is this program, which also supports part of the effort and supports the sustainability of domestic waste management in the area. This study evaluates the technical, social, and economic elements of the wastewater treatment plant. Then, it finds the main problems faced by the wastewater treatment plant and develops useful solutions to solve them. Analysis of the existing conditions of the wastewater treatment plant, interviews with stakeholders and the community, and the use of NCSS/logistic regression are all part of this study. Furthermore, the preparation of alternative programs is carried out, which are analyzed using multi-level AHP by the government, wastewater treatment plant managers, and the community. Evaluation of the capacity and physical condition of the wastewater treatment plant and the procurement of adequate wastewater transport fleets are technical components. The social aspect of the community emphasizes increasing public awareness and participation through sanitation and education campaigns. Sustainable financing schemes and the determination of fair retribution rates are economic aspects. The results of the logistic regression analysis found important components that affect the low volume of feces entering the wastewater treatment plant. Furthermore, the improvement strategy is prioritized by AHP which is integrated with the concept of a circular economy. From the calculation of the rate of sludge production, the average monthly waste of the entire population reached 663.8 m^3/day / 33.19 IPLT. In six random sampling sub-districts, the average monthly discharge was 161.9 m^3/day / requiring 8 IPLT. The planned capacity of the IPLT is 20 m^3/day, the calculation result of the sludge truck capacity is 16 m^3/day, the remaining total capacity is 4 m^3; can be added with a truck with a load capacity of 2 m^3. In the analysis results using NCSS/logistic regression, the land height has a positive coefficient (3.5318) with an odds ratio (34.18547) greater than 1. The type of soil has lower permeability, so that wastewater is more difficult to seep into the soil and needs to be sucked more often. The results of the analysis using NCSS/logistic regression for social aspects, the income coefficient is positive (0.03151) with an odds ratio (1.03201) greater than 1, high income has a lifestyle that produces more solid waste, so that the frequency of septic tank suction increases. The prioritized programs are the results of the Analytical Hierarchy Process (AHP), increasing the capacity and planning of IPLT, community education, effective implementation of levies and good waste management. The largest audience participated in the implementation of the program (65.1%) the community, followed by the government (27.9%) and IPLT members (7%)
